Nghe An College of Education: Termination of contracts with 15 employees
(Baonghean.vn) - After some online newspapers reported that Nghe An Pedagogical College recruited workers in violation of regulations, on the afternoon of January 6, 2014, Nghe An Pedagogical College held a press conference to inform about the school's labor contract work. According to Mr. Dang Khac Thang - Principal of Nghe An Pedagogical College, from the 2012 - 2013 school year, the school was assigned 330 positions by the Provincial People's Committee; in the 2013 - 2014 school year, it was 320 positions. By October 2012, the total number of employees the school employed was 338 people; by October 2014, it was 319 people; currently, there are 300 people.
From 2012 to 2014, due to the urgency of the work, the school signed contracts with 15 workers. Recruitment and labor contracts were carried out in full compliance with procedures, with open and democratic discussions and consensus among school leaders based on the advice of functional departments; the recruitment targets were mostly children of school staff who had made contributions and had legitimate job needs; and the recruited workers were all guaranteed to perform well in the assigned positions with a salary of 1.4 million VND/person/month.
However, through the inspection of the Department of Home Affairs, the school had shortcomings in recruitment and labor contracts. That is, it had not completed the procedure to request approval from the Department of Home Affairs and the Provincial People's Committee, and had not properly implemented Decision No. 57/2012/QD-UBND and Directive No. 30/CT-UBND of the Provincial People's Committee on promulgating regulations on assignment and decentralization of management of organizational apparatus and cadres, civil servants and public employees. On November 28, 2014, the Provincial People's Committee issued Official Letter No. 9039/UBND-TH requesting the school to terminate labor contracts with 15 recruited subjects and seriously organize a review. With a receptive spirit, the school organized a review of related individuals and groups. The school principal, as the head, is primarily responsible for the above shortcomings; the direct advisory responsibility belongs to the Head and Deputy Head of the Organization and External Affairs Department; The Principal has submitted a report to the Party Executive Committee to transfer the Head of the Organization and External Relations Department; the Vice Principals must also take joint responsibility. In addition, on December 9, 2014, the school issued a notice to terminate the contracts with 15 employees...
At the press conference, Mr. Dang Khac Thang also said that after terminating the contracts with 15 employees, some units and departments of the school are very short of human resources. Therefore, based on the assigned staffing level, the school is reviewing the actual situation to prepare a proposal to the Provincial People's Committee for consideration and permission to carry out the labor recruitment process.
