Removing difficulties for telecommunications businesses in Nghe An
(Baonghean.vn) - On the morning of January 9, under the chairmanship of Mr. Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting to remove difficulties for businesses in granting licenses to build BTS stations for telecommunications businesses in Nghe An. Nghe An currently has 5 telecommunications companies operating, including: VNPT Nghe An, Viettel, Mobifone, Vietnamobile Mobile Information Company, Gtel Global Mobile Information Company. By the end of 2014, the whole province had 3,670 BTS mobile information transmitting and receiving stations, located at 1,869 locations. The stations were installed mainly in rural and mountainous areas, so they basically met the requirements of landscape architecture, the works were designed and installed stably and there were no incidents.
However, the state management of the construction of BTS stations in the area still has many limitations and shortcomings, the development planning network has not been approved. Of the total number of BTS stations mentioned above, only 115 stations have been granted construction permits, causing difficulties in state management.

Faced with this reality, the Provincial People's Committee issued Notice 132 in April 2013, providing specific instructions on handling existing problems in granting permits for BTS station construction; relocating BTS stations built within the premises of administrative agencies, public works and requiring a complete resolution before the third quarter of 2014.

However, up to now, the implementation of the contents of Notice 132/TB.UBND has not met the requirements in terms of volume and progress. In particular, the preparation of dossiers to convert the purpose of land use to build BTS stations is difficult because the owners do not agree or the state needs to take back the land, then the BTS stations must be relocated. Relocating BTS stations within the premises of public works and inspecting the quality of large number of BTS stations requires large costs and a long time, so businesses face many difficulties.

Concluding the working session, comrade Le Ngoc Hoa emphasized that in order to remove difficulties and obstacles for telecommunications enterprises, the provincial leaders assigned the Department of Natural Resources and Environment to review and plan the telecommunications network system of 5 telecommunications units. At the same time, the Department of Information and Communications was assigned to coordinate with departments and branches to issue the simplest and most legal licensing process for building new BTS stations to help enterprises. Regarding the recommendations of departments, branches and enterprises on relocating BTS stations within the premises of public service agencies, enterprises must develop a roadmap for relocating any station that must be relocated to ensure service provision.
He also requested that enterprises coordinate with relevant departments and branches to inspect the completed stations before August 31, 2015. The Provincial People's Committee will establish a working group to inspect and review BTS stations in the area. The Department of Information and Communications, the Department of Construction and the Department of Natural Resources and Environment are responsible for advising on the management, maintenance and use of BTS stations in the area./.
