Ensure reasonable freight rates
Responding to the question of delegate Truong Minh Hoang (Ca Mau) about solutions to ensure reasonable transportation fares, Minister of Transport Dinh La Thang said that the Ministry is currently implementing the Government's direction to restructure the transport sector; including three pillars: restructuring public investment, restructuring state-owned enterprises and restructuring transport.
In particular, to restructure transport, the Ministry of Transport is restructuring each sector including roads, railways, aviation, inland waterways and maritime with the goal of increasing labor productivity, reducing costs, on the basis of ensuring conditions for adjusting fares as well as promoting current advantages in Vietnam such as: having a sea route of more than 3,000km; waterways in the Mekong Delta and Red River Delta regions...
To restructure the industry, the Minister affirmed that the important factor is to improve service quality, service attitude, retrain people in each field, thereby also contributing to reducing transportation costs. The Minister said that through the restructuring of transportation methods, the proportion of road transport has begun to decrease; maritime and inland waterways have increased; railways are in the process of restructuring, also increasing their market share and railway transportation costs have begun to decrease. Also according to Minister Dinh La Thang, this year, although gasoline prices have increased many times, the Railway Corporation has not increased fares and has also reduced ticket prices during Tet from 11-17% compared to 2013.
In restructuring the aviation sector, the Ministry of Transport is focusing on promoting the socialization of all sectors that the private sector can do and promoting equitization. In particular, the transport sector has recently successfully equitized the Vietnam Airlines Corporation. Minister Dinh La Thang added that although the price of gasoline has increased recently, the Vietnam Airlines Corporation has not increased its prices. Thus, compared to current fares in other countries in the region, they are lower.
Focus on developing rural infrastructure
Regarding the question of delegate Nguyen Thi Hong Ha (Hanoi) about the development of transport infrastructure, Minister Dinh La Thang said that currently, the Party, the National Assembly, and the Government are directing the transport sector to make a breakthrough in transport infrastructure with a number of modern projects, creating a driving force to promote the country's socio-economic development, in which transport must go one step ahead. Currently, we are restructuring the economy, focusing on restructuring public investment, so resources for investment in transport infrastructure development are increasingly limited.
Implementing the direction of the Government and the Prime Minister, the Ministry of Transport has proposed many policy mechanisms to mobilize social resources, businesses, private sector as well as domestic and foreign investors to participate in the construction of transport infrastructure.
Therefore, in the past 3 years, capital mobilization from outside society for transport infrastructure has reached 160,000 billion VND, equal to 60% of total investment capital from sources such as ODA, budget, government bonds... The Minister affirmed that this is a great effort of the transport sector as well as the real participation of investors and businesses.
Currently, to continue to create a breakthrough, the Ministry of Transport is studying the transfer of the right to exploit the infrastructure after investment to other investors to exploit and manage toll collection. In addition, the Ministry of Transport is building a comprehensive project to report to the Government on the basis of current legal regulations to mobilize resources.
Answering the question of delegate Ngo Van Hung (Lao Cai) about the current situation of rural traffic, the Minister of Transport said that recently, with the attention of the Party and State, the face of rural traffic has had positive changes, contributing to changing the face of the new countryside.
This is also an important factor in completing the New Rural Development Program. The Minister affirmed that this result was due to the support of the people who proactively donated land to build roads and demolished fences to build roads. The Minister cited many vivid examples such as in Thai Binh, people donated 300 million VND to build commune roads.
Assessing the positive changes in rural transport, the Minister said that to achieve the set goals, the participation of the entire political system and people, as well as efforts and strong direction from localities, is needed.
Responding to the concerns of delegates about the progress of suspension bridge construction, contributing to creating convenient and safe travel conditions for people, the Minister said that the Ministry of Transport has proactively proposed and the Government has directed the development of a Project to develop suspension bridge and community bridge construction for 50 provinces nationwide.
The Ministry is currently finalizing a report to the Government on this issue. The Minister said that there are currently about 7,811 bridges in need of construction nationwide. The Ministry has surveyed and reviewed to develop a specific roadmap for investment. The Government has agreed to invest in 186 bridges by using the 2015 budget; the target is to complete the project by June 30, 2015.
The Minister said that to build 7,811 bridges, nearly 2 trillion VND is needed and will be mobilized from many different sources of capital, including the participation of localities and sponsors.
Sharing the concerns of delegate Truong Minh Hoang (Ca Mau) about the fact that nearly 40 years after the country's liberation, there are still some places without car roads to district towns, Minister Dinh La Thang frankly admitted that this is a reality.
Currently, there are 11 island districts that do not have car roads, and 8 districts on the mainland have car roads to the center but still have to go by ferry. The Ministry has discussed with the localities, of which 5 districts will receive investment in the coming time; the remaining 3 districts continue to coordinate with the localities to study and implement investment and construction. The Minister affirmed that the Ministry of Transport will be responsible for working with the provinces and districts to find capital sources for investment.
Regarding the road to the commune, Minister Dinh La Thang said that the strategy for rural transport development until 2020 and vision to 2030 is being implemented with the goal of 100% of communes having a road to the commune center. Currently, localities are paying great attention to investing in developing rural roads associated with new rural construction, such as Tuyen Quang, which has completed 700km each year with contributions from the people, support from the province and other sources of capital. Phu Yen has completed 500km of rural roads since the beginning of the year.
With the drastic participation of localities, the Ministry of Transport and support from sponsors, philanthropists and businesses, the Minister believes that the cause of rural transport development will reach the finish line soon, contributing to the construction of new rural areas.
Resolutely prevent and combat corruption in the industry
Regarding anti-corruption work in the Transport sector and breakthrough solutions, Minister Dinh La Thang said that this is a very big problem not only for the Transport sector but also for all other sectors.
The Ministry of Transport has implemented the direction of the Central Steering Committee on anti-corruption, especially the conclusion of the General Secretary on anti-corruption work in the recent past. The Ministry has also developed a specific action plan and program. The Ministry of Transport identifies this as a key and extremely important task.
The Minister said that along with the overall program on implementing anti-corruption of the Central Government, the Ministry of Transport has proposed breakthrough solutions to improve the effectiveness of anti-corruption in the industry. Specifically, the Ministry has determined the responsibility of the leaders from approving policies to investment; in which the responsibility includes the Minister, Deputy Minister, heads of units, enterprises...
At the same time, it is necessary to implement the regulations of the Ministry such as personnel work, investment policy, capital allocation to the implementation process, bidding work, selection of investors, contractors, design consultants, supervision... all must be carried out publicly and transparently, in accordance with current regulations of law.
Along with that, the Ministry strictly handles all violations, including those within the industry, and those who directly violate will be strictly handled. For entities such as management boards, investors, and contractors, if they violate, the Ministry will resolutely handle and replace them; even for those cases that show signs of violating the law, it is recommended that law enforcement agencies handle them according to regulations.
According to the Minister, among the above solutions, personnel management is the most important. Therefore, the Ministry of Transport has reported to the Government and received consensus in organizing the recruitment exams for leadership positions such as General Director, Department Director... all of which are organized publicly and transparently; ensuring both expertise, professionalism, and leadership ability, as well as ensuring capacity, moral qualities and a spirit of fighting corruption resolutely to the end.
