Removing difficulties for resettlement projects in Quy Hop

Ethnic minorities in mountainous districts often build their houses near streams and at the foot of mountains, so during the rainy season they are always worried about landslides and floods... Mr. Lo Thanh Dong - Secretary and Chairman of the People's Committee of Lien Hop commune recounted: "The flood in 2009 caused many villages in the commune to be flooded and isolated, especially in Quan village, it took 3 days for the authorities to enter the village to carry out food supplies for the people. Because the people here build their houses right at the foot of the mountain, close to the stream, just one heavy rain, with water pouring from Chau Hong and Chau Tien, dozens of households in Quan village were flooded. Being one of the hot spots for landslides and floods, the State later invested in the locality with an emergency evacuation project out of the disaster area."

The Quan village resettlement area is built on an area of 3.35 hectares for 41 households and the Pat village resettlement area with an area of 4.24 hectares serves 42 households. According to the plan, in the resettlement area for people moving out of the disaster area, investment will be made in leveling the ground, building internal traffic routes, electricity and water supply systems, building community houses and kindergartens with a total investment of 36,347 million VND. Implementing Directive 1792/CT-TTg of the Prime Minister on investment reduction, after a short period of implementation, the Provincial People's Committee adjusted the investment project phase 1 with a capital of 17,409 million VND.
Mr. Kieu Quang Luyen - Deputy Director of Hai Lien Company Limited (one of the project's construction units) said: "Although the construction of resettlement sites is very difficult due to being on high mountains and having complicated weather conditions, the unit is still trying to speed up the progress. Currently, the leveling work at the two resettlement sites has been basically completed and at Quan village, the traffic system and drainage ditches have also been completed. A difficult problem for the project is the slow investment capital, but over the past time, with the attention and encouragement of all levels and sectors, the construction unit has continued to invest capital in advance to implement the project and has now completed phase 1 of the project". Currently, the project to evacuate people from the disaster areas in Lien Hop and Chau Tien has completed phase 1, but the state capital is only more than 11,632 million VND. Lack of capital to repay the debt in phase 1 not only makes it difficult to implement phase 2 but also makes it difficult for the construction unit. Therefore, Quy Hop district is recommending to relevant levels and sectors to arrange capital to repay the debt in phase 1, while actively preparing to implement phase 2 to soon complete the project to serve migrants.
Also in Quy Hop area, the concentrated resettlement project in Pieng Luong village, Chau Thanh commune (serving 50 households with 217 people) was implemented in difficult conditions of investment capital, so the progress was very slow. The project has a total investment capital of 18,680 million VND, implemented since 2008, but up to now, the construction unit has only been able to carry out construction and installation work such as leveling the resettlement area, building roads to the resettlement area, building a self-flowing water system, building power lines and a 100 KVA transformer station, internal traffic roads and leveling the ground in phase 2 with a total construction and installation value of nearly 7 billion VND. It is known that to complete the concentrated settlement project in Pieng Luong village, Chau Thanh commune needs to continue investing 11,642 million VND to carry out many important items such as: compensation for site clearance, site leveling, construction of community houses, construction of kindergartens, support for building houses for households, completion of electricity and water works...
Mr. Vi Thanh Tuong - Vice Chairman of Quy Hop District People's Committee said: "Currently, the leveled area of phase 1, about 1.8 hectares, has been marked and divided into plots for 30 households who volunteered to settle first (average 300m2/plot), the remaining land is for infrastructure arrangement such as internal roads, electricity, community houses... The households who volunteered to settle first have completed the house structure on site, waiting for the infrastructure to be completed before moving to Pieng Luong resettlement site. In 2014, due to lack of funding, the leveled area of phase 2, 4 hectares, has not been completed. To complete this project in 2015, all levels and sectors need to pay attention and provide timely support, especially in terms of funding."
To speed up the progress and soon complete the project to serve the people in the resettlement areas in Quy Hop, recently, the provincial leaders and related sectors have inspected the projects, thereby having plans to support and resolve difficulties and problems, such as: The province continues to invest and support capital to speed up the progress and related sectors together with the district develop a plan to search for and integrate investment programs and projects to complete the resettlement projects, especially integrating with the new rural construction program; promote socialization, mobilize businesses to participate in project investment... With the timely participation and proposal of appropriate solutions by the province, the difficulties and problems in the resettlement projects in Quy Hop are being gradually resolved to complete the projects on schedule, meeting the needs of migration and resettlement of people in dangerous areas.
