Improving traffic culture among youth union members.

(Baonghean.vn) - On the morning of February 1st, in Vinh City, the Central Committee of the Ho Chi Minh Communist Youth Union, in coordination with the Ministry of Transport and the Nghe An Provincial Youth Union, organized a conference to review the results of the two-year cooperation program on organizing activities to ensure traffic order and safety on National Highway 1A and Ho Chi Minh Highway sections through the Central Highlands and Binh Phuoc province during the 2013-2014 period; and signed a cooperation program for the 2015-2017 period.

Comrades Dinh La Thang - Member of the Central Committee of the Party, Minister of Transport; and Nguyen Dac Vinh - Alternate Member of the Central Committee of the Party, First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, chaired the conference.

Attending the event were Comrade Nguyen The Trung - Member of the Central Committee of the Communist Party of Vietnam, Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization; Nguyen Hong Truong - Deputy Minister of Transport; Khuat Viet Hung - Vice Chairman of the National Traffic Safety Committee; and representatives from 31 provincial and city youth unions along National Highway 1 and the Ho Chi Minh Highway section through the Central Highlands - Binh Phuoc. Representing Nghe An province were Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee; representatives from provincial departments and agencies; leaders of the Nghe An Provincial Youth Union; and a large number of youth union members and traffic accident rapid response teams.

Overview of the conference

As part of the Ho Chi Minh Communist Youth Union's project on maintaining traffic safety and order, approved by the Prime Minister, the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Transport have developed a plan to coordinate activities to ensure traffic safety and order at the National Highway 1 and National Highway 14 expansion projects.

Following the launch ceremony in Ha Tinh, the Central Committee of the Youth Union and the leaders of the Ministry of Transport directed relevant units to propose plans for allocating funds to implement activities promoting traffic safety and building a traffic culture among youth union members in the provinces and cities where the projects pass through. The program focuses on the following contents: Establishing youth volunteer teams to combat traffic congestion; youth volunteer teams for rapid response to traffic accidents; building safe traffic gates at schools and safe ferry terminals; installing warning signs to remind people to raise their awareness of traffic safety; participating in the construction and repair of traffic infrastructure and rural roads… In particular, 42 youth volunteer points for rapid response to traffic accidents were established with 449 members who participated in responding to 174 traffic accidents; assisting and supporting 121 traffic accident victims in receiving emergency medical care, which was highly appreciated by the public.

In addition, the Central Youth Union directed provincial and city youth unions to organize 30 training courses on traffic safety for more than 3,000 youth union members, including members of rapid first aid teams, secretaries of youth unions in wards, communes, towns, and schools along National Highway 1A and Ho Chi Minh Highway, to equip them with knowledge of traffic safety awareness, rescue skills, and first aid for traffic accidents. In Nghe An, in 2014, the Provincial Youth Union Standing Committee established two youth volunteer rapid first aid teams for traffic accidents on National Highway 1A in Dien Ky commune (Dien Chau district) and Hoang Mai town, which have initially proven effective.

At the conference, following discussions, exchanges of experience, and recommendations from representatives of provincial and city youth unions, the leaders of the Ministry of Transport and the Central Youth Union continued to sign a cooperation program between the two sides to implement propaganda activities to ensure traffic safety and order in the period 2015-2017, aiming to implement Government Resolution 88NQ/CP on strengthening key solutions to ensure traffic safety and order and effectively implement the Project "Ho Chi Minh Communist Youth Union participates in maintaining traffic safety and order in the period 2012-2017".

Speaking at the conference, Minister of Transport Dinh La Thang welcomed and highly appreciated the involvement of the Central Youth Union and the Provincial and City Youth Unions in localities where the two projects, National Highway 1 and the Ho Chi Minh Highway section from the Central Highlands to Binh Phuoc, have proactively participated in ensuring traffic safety through practical activities. Minister Dinh La Thang requested the Central Youth Union to continue directing its branches to develop plans and concretize programs and activities to coordinate effectively with the goal of each Youth Union member being both a highly cultured road user and directly participating in activities contributing to ensuring traffic safety on national highways in their localities, thereby minimizing traffic accidents across all three criteria.
