(Baonghean.vn) - On the afternoon of January 30, in Vinh city, the People's Committee of Nghe An province held a meeting to listen to and give opinions on the draft political report to be submitted to the 18th Provincial Party Congress (socio-economic, national defense and security section). Comrade Le Xuan Dai - Member of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the meeting.

Representative of the Department of Planning and Investment reported a summary of the review results of the implementation of Resolution of the 17th Congress.

After 5 years of implementing the Resolution of the 17th Provincial Party Congress, term 2010 - 2015, Nghe An has achieved its main targets. In the economic field, the average GDP growth rate reached 7.89%/target of 11-12%, average income per capita in 2015 is estimated at 28 million VND/year, 2 times higher than in 2010, the economic structure has shifted positively, the proportion of agriculture, industry - construction and services decreased from 29.35% - 31.7% - 38.94% in 2010 to 24.2% -32.5% and 43.3%; total social investment capital for 5 years is estimated at over 180 trillion VND, achieving the target set by the congress, of which the source mobilized from the people accounts for 50%; Budget revenue by the end of 2015 is expected to reach 10,034 billion VND/congress target of 9,500 to 10,000 billion VND...

Representatives of the Department of Agriculture and Rural Development commented on the results of implementing the industry's targets.

The construction industry continues to grow; the province has attracted a number of large, key projects; the service economy continues to develop rapidly, diversely and at a high speed; infrastructure continues to be invested in and built in an increasingly spacious and modern direction; the implementation of key economic sectors and zones has made positive changes; national security and defense are maintained...

In addition to the above results and advantages, through assessment, the implementation of some targets has not yet met the set requirements, the growth rate and quality are still low; some key economic sectors have achieved lower results than the set targets (total livestock, cement, rubber tree area development, etc.), have not attracted high-tech projects; the quality of construction planning, especially urban planning, is not high; some issues in the socio-cultural field have not been well addressed...

At the conference, representatives of departments and branches focused on clarifying the targets that their branches implemented in the 2010-2015 term, especially the targets that have not been achieved, the causes and solutions; on that basis, to continue to complete the report on the direction and tasks for the 2015-2020 period to be realistic and feasible...

Concluding the working session, Mr. Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee accepted the comments of the departments and branches; at the same time, he requested that the departments and branches give comments to the province based on the practical situation of their branches. The Department of Planning and Investment, the agency in charge of drafting the report, tried hard but still failed to cover and closely follow the indicators in the fields of budget collection, universal education, progress in completing national standard schools, etc.

The Vice Chairman of the Provincial People's Committee requested the Department of Planning and Investment to receive opinions from departments and branches to complete the report; at the same time, suggest some directions for a more complete political report, suitable to the conditions of the province; development targets in some areas need to be more specific; need to review to supplement and update some newly completed major targets and projects in the report, especially projects and targets in the fields of culture and education; continue to supplement the results of administrative reform, improve public service ethics to improve the investment environment, and improve the provincial competitiveness index PCI./.
