From those appropriate solutions, the Party Committee and people of the Ky Son border district achieved remarkable results.

Peaceful borders, stable domestic

The remote border district of Ky Son has a 192 km border with Laos. Therefore, the work of ensuring border security and domestic stability has always received special attention from the entire political system, ethnic minorities and functional forces in the area. Throughout the process of implementing these tasks, the core role is played by the police, army and border guards. Every month, the forces maintain meetings and regularly coordinate closely in propagating and mobilizing the people about the policies of the Party and State, contributing to limiting the situation of illegal migration, preventing and combating drug trafficking crimes, etc.

The Military Command of Ky Son district always strictly implements the regime of combat readiness, command duty, combat duty, patrol and guard; at the same time, builds and trains the militia, mobile militia, local militia and 2 permanent militia squads in Nam Can and Nam Can communes to be strong. The permanent militia squad of Nam Can commune maintains a 24/7 duty regime. Comrade Lau Ba Ly, Squad Leader of the permanent militia squad of Nam Can commune, said: "Although conditions are still difficult, the comrades in the unit are always determined to complete the assigned tasks, ensure order and security in the area, participate in border patrols, increase production and help poor households...".

The District Military Command also plays a role in mobilizing the masses, helping people eliminate hunger, reduce poverty, and build new rural areas. Thereby, enhancing the national defense potential. Comrade Pham Van Tri, Commander of the Ky Son District Military Command, informed: "The District Military Command focuses on building a strong and comprehensive force to meet the requirements of the tasks in the new situation. At the same time, coordinate with the police and border forces to proactively grasp issues in a timely manner, avoiding passive and unexpected situations."

To ensure security and order in the area, Ky Son Police have implemented many synchronous solutions, both coordinating and combining, and proactively launching special projects to crack down on all types of crimes. In 2014, the district police arrested 12 cases of economic and environmental crimes, mainly counterfeit goods trading and commercial fraud; handled 46 criminal cases; In particular, the fight against drug-related crimes has been carried out very vigorously, handling 63 cases of drug possession, transportation, and trafficking... Talking to us, Colonel Nguyen Van De, Head of Ky Son District Police, said: "The district police force always focuses on building a strong force from the district to the commune level. In addition to professional and technical work, we focus on launching a mass movement to protect national security, mainly building models such as: "Commune without drugs, without crime", "Commune and security agency for security and order"... at the same time, taking advantage of promoting the role of prestigious people, village elders, and village chiefs in the community. Thereby, together with the forces, ensuring social order and safety in the district is stable".

Thus, with the proactive, active and harmonious coordination of the police, military and border forces in the area, the political security situation, social order and safety of Ky Son district are always stable, border sovereignty is firmly ensured. To "secure the border, stabilize the interior", foreign affairs, coordination with the government and people of Laos are always focused on and implemented by the Party committees, authorities and people of Ky Son district in many forms. In particular, the movement of village-to-village twinning on both sides of the Vietnam-Laos border has been deployed and achieved high efficiency by Ky Son. Nam Can commune has 17 km of border adjacent to Noong Het district, Xieng Khouang province (Laos). Since March 2014, Tien Tieu village in the commune has organized a twinning with Loong Quang village, Noong Het Tay village cluster, Noong Het district.

After nearly a year of twinning, the two villages have held monthly meetings to exchange and strengthen solidarity. In particular, because the conditions of the people in Loong Quang village are more difficult, Tien Tieu village has provided practical support and assistance to the people of the neighboring village in terms of hybrid corn and upland rice, medical examination and treatment, medicine provision, loudspeakers and radios for the village cultural house, etc. Comrade Lau Chia Cua, Secretary of the Tien Tieu village Party Cell, shared: “The village has 163 households with 954 people, with 100% of them being Mong people. Since the twinning with Loong Quang village, the two villages have agreed to be responsible for protecting the border and landmarks; denouncing cross-border crimes, and not encroaching on production land. Therefore, the security and order situation is stable, no encroachment on production land occurs, the lives of the people on both sides are peaceful, and they understand each other much better. Thereby, building a friendly, stable and developing border”. In 11/11 border communes of Ky Son district, agreements have been signed with villages on the other side of the border in Laos.

The highland of Ky Son has a very important geographical position, being the western fence of the Fatherland. Therefore, in addition to focusing on hunger eradication, poverty reduction, and socio-economic development, promoting the role of the grassroots political system, military forces, and police to ensure national defense and security; maintaining border sovereignty are always parallel goals and are highly required by the district. This is truly the foundation for Ky Son to stabilize the situation, gradually escape poverty, and make worthy contributions to the overall development of the province.

Agricultural development based on "geographical advantage"

After climbing the high Noong De slope, we arrived at Khanh Thanh village, Nam Can commune, to visit the cow and chicken farm of comrade Moong Pho Ngoc, Vice Chairman of Nam Can commune People's Committee. The farm was built on the hillside, without much space, but there are more than 60 cows being grazed and hundreds of chickens and geese raised for laying eggs and meat. Comrade Moong Pho Ngoc said: On the area contracted for protection of more than 24 hectares, I focus on raising commercial cows and raising poultry under the forest canopy. At first, there were only 5 cows, but thanks to good veterinary work to prevent epidemics, the herd has increased rapidly. Every year, the farm sells 2 batches, each batch of more than 10 cows, earning more than 200 million VND from the farm. Not only good at farm economics, comrade Ngoc also pioneered the model of growing hybrid corn and banana for people to learn and follow, the income from these two crops each year is nearly 100 million VND.

According to the summary report, Ky Son currently has 405 effective economic models, of which 109 are general economic models, 295 are livestock models, and 1 is crop farming model... Many models have become points for local people to learn and follow, such as the model of raising soft-shell turtles, growing bamboo shoots, and raising fish of Mr. Lo Khac Loi in Na village, Huu Lap commune; the combined agricultural and forestry model of Mr. Lo Van Dung in Hoa Son village, Ta Ca commune; or the ginger growing and fattening cattle raising models of Mong people in border communes. During this term, in the field of agriculture and forestry, Ky Son district has broken the "fumbling" situation of what to plant and what to raise, when the locality has a set of plants and animals that have affirmed their main economic efficiency with typical characteristics, suitable for the soil and geological strata.

That is in the highland areas, Mong ethnic minority areas such as Na Ngoi, Nam Can, Tay Son, Muong Tip communes... promoting the development of ginger to stabilize the area of ​​350 - 400 hectares, along with the sustainable development of Shan snow tea, raising fattened cattle at households. For the areas with medium altitude and low mountains, Ky Son maintains the area of ​​hybrid corn with over 3,000 hectares including the communes of Chieu Luu, Huu Lap, Huu Kiem, Ta Ca, Keng Du, Nam Can... In the low-lying areas, with favorable irrigation water, the district stabilizes the area of ​​300 hectares of 2-crop rice, 1,100 hectares of 1-crop rice production. Thus, despite the difficult terrain, implementing the Resolution of the 21st session of the District Party Committee, the government and ethnic minorities in Ky Son have clearly defined the diagram to arrange and place specialty crops in 3 closed levels from the highlands to the lowlands. Thanks to positive changes in the fields of agriculture and livestock, Ky Son has reduced the rate of poor households from 84% at the beginning of the term to more than 52%, and the average income per capita has increased from 4.8 million VND to 13.8 million VND. Comrade Mua No Xu, Vice Chairman of the District People's Committee, said: Based on a number of plants and animals that have been proven effective, the district is stabilizing the area according to the plan, at the same time calling for investors to build a system of processing factories such as processing ginger, Shan Tuyet tea and planning locations for gathering and purchasing corn, rice, etc. to stabilize output and increase product value for farmers.

Strengthening the grassroots political system

Throughout the term, the Party Committee of Ky Son district determined that improving the leadership capacity and fighting strength of the Party organization must link the effectiveness of the political system with socio-economic development, ensuring national defense and security. Therefore, right from the beginning of the term, the Standing Committee of the District Party Committee decided to issue the Project "Organizing Party building and consolidating the political system from the district to the grassroots level". The goal of the project is to promote Party development work; improve the level of professional expertise as well as political awareness of cadres at all levels; thereby perfecting the ranks of cadres, meeting the needs and assigned political tasks.

To achieve the above objectives, the proposed solution focuses on the issue of training and fostering cadres. Comrade Nguyen Trong Ky - Head of the District Party Committee's Organization Board said: "With the attention and direction of the Party Committee and the government, in addition to regular training and fostering courses on Party and mass organization work, the Organization Board has advised the District Party Committee's Standing Committee to coordinate with agencies and units associated with Nghe An Political School; Vinh University; Northern College of Agriculture and Rural Development to open intermediate political training courses; university, college and intermediate courses in Law, Agricultural Economics, and Veterinary Medicine for cadres from the district to the commune, village and hamlet levels. With the form of in-service courses, it not only saves time, travel and accommodation costs, but also creates conditions for grassroots cadres to combine and apply the knowledge they have been trained in to practical work". Regarding political awareness training, 2014 was the 8th consecutive year that Ky Son district coordinated with Nghe An Provincial Political School to organize classes for civil servants, intellectuals and rural people. At the intermediate level, 2 courses were organized: the 2010-2011 course trained 70 commune, village and hamlet officials in intermediate veterinary medicine; the 2012-2013 course trained 50 commune officials in intermediate agriculture, then proceeded to college in 2014. At the university level, 2 courses were opened to train Law and Agricultural Economics, with a total of 220 students, starting from the end of 2012.

Comrade Vu Ba Ly, Deputy Secretary of the Party Committee of Huoi Tu commune, who is preparing to graduate from the in-service Law University in the first half of 2015, excitedly said: “With the encouragement of the leaders of the Party Committee and the authorities of the district and commune, I boldly registered to study Law. In addition to professional knowledge, the course also brings changes in office discipline, professional working style, more scientific working methods and faster work processing speed, with more volume”. Huoi Tu commune is one of the key communes of the district in the work of building the Party organization and political system, especially this is also the place where Ky Son chose to hold a model congress at the grassroots level. The initiative to send cadres for training to improve their professional qualifications (12 comrades studying at university and 6 comrades studying at college) is not only to perfect the cadre team but also to create a source to prepare for the upcoming congress.

Another highlight in the work of consolidating the Party organization in Ky Son in the last term was the appointment of border guards as Deputy Secretaries of the Commune Party Committee. This is the policy of the Provincial Party Committee and the Provincial Border Guard Command, with 3 goals: to grasp the political security situation; to support the consolidation of the commune-level political system; and to advise on hunger eradication and poverty reduction. Major Tran Huu Phi, Nam Can Border Guard Station, was appointed as Deputy Secretary of Nam Can Commune Party Committee since September 2013. He said: “Regarding the work at the Commune Party Committee, in addition to advising the Party Committee to build specialized resolutions on national defense and security, I also focus on foreign affairs by advising on building a twinning resolution between Tien Tieu village, Nam Can commune and Loang Quang village, Noong Het Tay commune, Noong Het district, Bolikhamxay province of Laos. Thereby, strengthening the solidarity and friendship between the two sides, together maintaining order in the border area”.

Thus, the work of strengthening the fighting strength of the Party organization and the political system of Ky Son district in the 2010-2015 term has two outstanding highlights. Firstly, the vision is updated with the needs of the political tasks of the times: that is, the requirements for increasingly high professional qualifications, skills, and political awareness, meeting the speed and requirements of socio-economic development. This is demonstrated through the attention and orientation of the Party Committee and the government towards the work of fostering and training cadres - a policy that is both timely and strategic in the long term, preparing an abundant source of cadres for further development. Secondly, the work of building and strengthening the Party organization in Ky Son has been connected and compatible with the political situation of the locality, thereby linking with other units, sectors, and forces to promote the combined strength, synchronously developing national defense, security - foreign politics - economy, and society.

Comrade Lau Chong Vu - Standing Deputy Secretary of Ky Son District Party Committee emphasized: From the achieved results, the district has drawn practical lessons, which is to maintain peace in the border area, combine promoting specific agricultural and forestry production with consolidating the grassroots political system. These are also the issues that Ky Son Party Committee has summarized and continued to include in the political documents of the next term with the goal of building a border district that is strong in national defense and security, gradually eliminating hunger, reducing poverty, and improving the lives of ethnic minorities.
