(Baonghean) - In recent times, it can be said that the collective economic sector has received certain attention from policies, guidelines, mechanisms and policies such as: Resolution of the 5th Central Committee (9th tenure), Conclusion 56 of the Politburo on improving the efficiency of the collective economy, Conclusion 37-KL/TU dated August 16, 2013 of the Provincial Party Standing Committee, amending and promulgating the Law on Cooperatives 2012, Decree 193/2013/ND-CP, Project on innovation and development of cooperatives in Nghe An province for the period 2014 - 2020... Besides, the province has had policies to support and invest in the collective economic sector such as land consolidation, plot exchange, concreting canals, supporting the establishment of new cooperatives, vocational training for members... but up to now, this economic sector has not really demonstrated its role and position, has not built strong cooperatives, production models, effective business

By the end of 2014, the whole province had 583 cooperatives (on average, 20-30 new cooperatives were established each year), including: 406 agricultural cooperatives, 6 transport cooperatives, 55 People's Credit Funds, 30 small-scale industrial cooperatives, 27 service and trade cooperatives, 4 environmental cooperatives, 20 electricity service cooperatives, 9 construction cooperatives, 24 cooperatives in other fields with about 265,775 members and 58,560 regular workers; total revenue was estimated at over 499,441 million VND. However, many areas of collective economic activities did not grow, such as: in the field of trade, the total retail sales of goods of the collective economic sector in 2014 only reached 15.2 billion VND, down 10.31% compared to 2013; The tourism sector reached 1,453 billion VND, down 6.76% compared to 2013; the export value reached 373,000 USD, only 45.9% compared to 2013. It can be seen that although the collective economic sector in the province has changed, it has not really found an effective and sustainable development direction.

To overcome that, it is necessary to focus on: Changing awareness, thinking, clearly defining the ideology of cadres and workers when participating in activities in the collective economic sector; Effectively implementing the Project on innovation and development of cooperatives in Nghe An province for the period 2014 - 2020, decisively screening out weak cooperatives, ineffective cooperatives, cooperatives that exist thanks to "mechanisms", according to programs and projects. For cooperatives, it is necessary to boldly look directly at the actual strength to have plans, build specific action plans, create equality between the collective economy and other economic types to improve competitiveness in operations; it is necessary to abandon the "trying to hold on" mindset, raise awareness that bankruptcy and dissolution of ineffective cooperatives are normal phenomena.

To create conditions for orienting the development of the collective economic sector, on the basis of Resolution 5 of the Central Committee (9th tenure), Conclusion 56 of the Politburo, Conclusion 37-KL/TU dated August 16, 2013 of the Provincial Party Standing Committee on improving the efficiency of the collective economy, in the coming time, it is necessary to study and include it in the resolutions of Party congresses at all levels to orient the development of the collective economy in a unified and systematic manner, for more effective supervision and direction.
