Regarding the fire on December 8, 2014, according to reports from Vinh Station and witnesses, at approximately 8:10 AM, a man around 30 years old entered the waiting room of Vinh Station carrying a 20-liter plastic container of gasoline. Immediately afterward, he poured the gasoline onto the floor of the waiting room, in front of the passenger information desk, and used a lighter to ignite paper. The gasoline quickly caught fire, engulfing the entire waiting room. Vinh Station management promptly mobilized available resources to extinguish the fire and simultaneously contacted the Fire Department, Vinh City Police, and Quan Bau Ward Police. Although the fire was extinguished and there were no casualties, it damaged many pieces of equipment used to serve passengers in the waiting room.

According to the Vinh City Police Investigation Agency, after the fire (around 9:00 AM on December 8, 2014), an individual came to the Quan Bau Ward Police Station to surrender, confessing to causing the fire in the waiting room at Vinh Train Station. This individual was identified as Nguyen Ba Hoa, born in 1983, a motorbike taxi driver residing at K5, Quan Bau Ward. At this location,Nguyen Ba Hoa confessed to buying 10 liters of gasoline, pouring it onto the floor in the waiting room at Vinh Train Station, using a lighter to set paper on fire, and then fleeing on his motorbike. Also on December 8, 2014, Nguyen Ba Hoa was temporarily detained at the Vinh City Police Station; he was subsequently transferred to Nghi Kim Detention Center.

According to Major Nguyen Dinh Dung, an investigator from the Vinh City Police, who directly investigated the case, the suspect Nguyen Ba Hoa honestly confessed to his wrongdoings and acknowledged that he had violated the law. However, during questioning, Hoa claimed to have a mental illness and had been treated at a hospital.Mental health treatment. However, this is a particularly serious incident that destroyed property and disrupted social order and safety, so the Vinh City Police Investigation Agency is being extremely cautious in investigating and verifying whether Nguyen Ba Hoa was truly incapable of understanding his actions at the time of the fire.

Therefore, on December 22, 2014, the Criminal Investigation Agency of Vinh City Police issued a decision to request a psychiatric evaluation to aid in the investigation of the case. Nguyen Ba Hoa was monitored and evaluated by the Forensic Psychiatric Examination Center, which determined that he suffered from a disorder of thinking, behavior, and conduct; emotional instability; a debilitating syndrome (headaches, insomnia, decreased work capacity); and paranoid syndrome (delusions of poisoning, delusions of sexual harassment, auditory hallucinations). The conclusion was that he currently suffers from a mental illness with a diagnosis of F20.0 (paranoid schizophrenia), a severe and common form of mental illness. Because this form of the illness is dominated by delusions, it impairs his ability to perceive and control his criminal behavior, thus requiring mandatory treatment to limit its impact on social order and safety. Following the conclusion of the Forensic Psychiatric Examination Center, the People's Procuratorate of Vinh City issued a decision to apply compulsory treatment measures to the defendant Nguyen Ba Hoa.

At Vinh Station – where Nguyen Ba Hoa caused the fire – even though more than three months have passed, the staff working there are still worried and concerned.
