During the 1-day period, the delegation inspected the implementation of Directive 17 at the departments of the District People's Committee and the communes of Dien Xuan, Dien Dong, Dien Thang, Dien Minh and the Dien Chau District Forest Protection Department. Through the inspection, the delegation found that the departments of the District People's Committee and the Party Committees and authorities of the communes had organized the implementation of the content of Directive 17 for relevant departments and units; the district had developed a Code of Conduct for Office Culture; specified a number of requirements of Directive 17 into the internal working regulations to assign to leaders and civil servants for implementation; civil servants, especially at the district level, had relatively well complied with working hours and work discipline; the District One-Stop Center assigned cadres to directly handle administrative records fully; the time to inspect civil servants was to comply with the regulations on prohibiting drinking alcohol and smoking at the office during working hours and lunch breaks...

However, through inspection, the district has issued the Office Culture Regulations but has not yet specified the requirements of Directive 17. In the communes, there are still cases where civil servants, even leaders, have not strictly complied with wearing civil servant badges; the headquarters of the inspected communes have seriously degraded, so the arrangement of the working rooms is still messy, there are no signs with the names of civil servants; the one-stop department receiving and processing files for commune-level citizens has not ensured the conditions according to regulations, has not publicly posted the service schedule as well as the files and procedures for people to monitor; some communes have set working hours that are not in accordance with regulations...

The delegation also reported the inspection results to the leaders of Dien Chau District People's Committee, requesting the district to promptly rectify existing problems, limit working hours, and strictly comply with regulations on hanging the national flag and national emblem at headquarters according to Government regulations.
