Comments on the Draft Political Report to be submitted to the 18th Provincial Party Congress

(Baonghean.vn)- On the morning of February 27, under the chairmanship of comrade Ho Duc Phoc - Provincial Party Secretary, the Provincial Party Standing Committee held a regular meeting in February 2015 to listen to and give opinions on the first Draft of the Political Report to be submitted to the 18th Provincial Party Congress, term 2015-2020.

The first draft of the Political Report submitted to the 18th Provincial Party Congress, term 2015-2020, has the same basic structure as the Outline of the Political Report for the 17th tenure (mixed structure). Some items and sub-items are adjusted compared to the outline to ensure generality.

The Draft Political Report clearly stated: In the period of 2010 - 2015, despite many difficulties and challenges, under the leadership of the Provincial Party Committee and the management of authorities at all levels, the province's socio-economy has achieved certain results. The economy continues to be maintained and developed. Social security and cultural development have achieved positive results. National defense and security are ensured, social order and safety are maintained. Party building work has been strengthened, the political system from the province to the grassroots has been increasingly consolidated and developed. The Draft Report compares the targets set out in the Resolution of the 17th Party Congress, delves into the assessment and analysis of existing problems and limitations, and draws lessons to focus on overcoming them for the next term.

The Draft Political Report sets out specific directions, goals, tasks and solutions for the 2015-2020 period: Continue to focus on improving the leadership capacity and fighting strength of the Party organization, strengthening solidarity, unity and promoting internal strength. Take advantage of and attract all resources both inside and outside the province and abroad, creating the foundation to basically become an industrial province by 2020; a center of finance, trade, tourism, education - training, science - technology, health, culture, sports and high-tech industry of the North Central region. Have a synchronous and gradually modernized infrastructure system; the material and spiritual life of the people is improved. National defense and security are strong, social order and safety are ensured. In which, strive to achieve an average GDP growth rate of 9 to 10% in 2016-2020; Average income per capita reaches 2,800 to 3,500 USD; Budget revenue reaches about 18,000 billion VND. The poverty rate decreases by 2 to 2.5% each year; The number of communes meeting NTM standards reaches 50%.

Speaking at the working session, Secretary of the Provincial Party Committee Ho Duc Phoc highly appreciated the spirit and responsibility of the comrades in the Provincial Party Committee Standing Committee, departments and branches who contributed to the first draft of the Political Report to the 18th Provincial Party Congress, term 2015-2020 in a detailed, realistic and specific manner. The Secretary of the Provincial Party Committee praised the spirit and responsibility of the editorial board, which gathered and put a lot of important data into the draft report. However, in order to make the report more complete, the Secretary of the Provincial Party Committee requested that the report be edited to be more general, avoiding duplication. It is necessary to focus on emphasizing breakthroughs in infrastructure construction; bright spots in attracting investment; caring for the poor. Pay attention to planning; Party building work has many innovations; the issue of applying scientific and technological advances in production and in the fields of health, agriculture; and national defense and security. The Political Report needs to clearly assess the limitations of the past term such as administrative reform, lack of breakthroughs in economic development...

Regarding the direction, goals and tasks for the 2015-2020 term, the Draft Political Report needs to address the issue of economic pillars and economic breakthroughs; set appropriate budget revenue targets; balance some industrial targets; set a GDP target greater than the national average. Pay attention to poverty reduction; ensure national defense and security; focus on socio-cultural development; strengthen discipline and order to create high solidarity.
