Prior to the announcement, representatives from both countries met in Washington for the second round of talks aimed at restoring relations between the two nations. While significant progress was made, the parties still had to overcome certain obstacles before considering a full normalization of relations.

One of the initial disagreements between the two countries was that while the US wanted the meeting to focus on the activities of diplomatic missions, Cuba demanded that the meeting discuss removing Havana from the list of countries that support or finance terrorism. At the same time, Cuba emphasized that US sanctions targeting banks with ties to Cuba were hindering US diplomatic efforts.

In response to Cuba's demands, US Secretary of State John Kerry stated that the normalization of diplomatic relations is unrelated to issues concerning the list of countries that support or finance terrorism. According to Kerry, these two matters fall under two separate technical and legal processes.

Furthermore, on Friday, another senior U.S. diplomat stated that any decision to lift sanctions against Cuba would have to be submitted to Congress – which is currently controlled by the Republican Party. It is known that the Republican Party has historically been dissatisfied with the normalization of relations between the U.S. and Cuba.
