The Party Committee of Hanh Dich commune has 14 subordinate Party cells, including 11 village Party cells, 2 school Party cells and 1 medical Party cell with 206 Party members. Fully aware of the importance of Party member development in improving leadership capacity, fighting strength and ensuring the continuity and continuous development of the Party, over the years, the Party Committee of the commune has always considered this one of the top tasks to direct, implement effectively and ensure quality. Right from the beginning of the 2010 - 2015 term, closely following the resolutions of Party congresses at all levels, the Party Committee of the commune has led and directed Party cells to pay attention to and focus on the work of creating sources, training and recruiting Party members.

Hanh Dich is a poor commune with low educational level and complex residential terrain, mainly villages located under the hills along the Nam Viec River; the national power grid and the communication system of 6 villages in the area have not yet been invested in construction... Overcoming difficulties and challenges, the Party Committee of Hanh Dich commune has strengthened its direction and guidance for socio-political organizations to focus on implementing political and ideological work well; helping the masses have a deep awareness of the Party, understand the standards and tasks of Party members and have the right motivation to strive to join the Party. At the same time, it actively reviews, discovers and selects outstanding masses of the organization to introduce to Party cells for monitoring, support and training. The Party Committee requires Party cells to directly assign work to active masses so that they can affirm their own capacity for activities. From there, each Party cell evaluates and comments on the sense of responsibility and motivation of each mass; Use that as a basis to consider continuing training and proposing admission. The Party Committee also notes that Party cells must link the work of developing Party members with the planning, training, and fostering of successor cadres and reserve cadres...

Rattan nursery model in Hanh Dich commune (Que Phong).

From the beginning of the 2010-2015 term up to now, the number of outstanding masses who have learned Party sympathy in Hanh Dich is 98 people; 59 new Party members have been admitted (14 Party members were admitted in 2014 alone); some comrades, through their efforts, have been trusted by the Party Committee and the people, assigned important responsibilities at the grassroots level, elected to the Party Committee and leadership and management positions at the grassroots level... To avoid the situation of massively developing Party members according to quotas and chasing after numbers, the Party Committee of the commune regularly directs, guides, and inspects Party cells in implementing the process, procedures, and steps to implement the training and admission. Discussing the work of recruiting Party members, Comrade Lo Van Viet, Deputy Secretary of the Party Committee of Hanh Dich Commune, said: “In recent years, the Party Committee of the commune has focused on doing a good job of mass mobilization, promoting the exemplary spirit of Party members. Party members must be exemplary in doing good business, having planned births... When the masses realize that Party members are good people, joining the Party to lead the people in doing business, it will promote the motivation of the masses to strive to join the Party. Many people, although no longer young, still strive to join the Party with the purpose of setting an example for their children and the community to follow.”

From improving leadership capacity, the pioneering and exemplary role of cadres and party members, in the 2010-2015 term, the economic development task of Hanh Dich commune has had a clear shift: Total annual food output has increased, by 2015 the average food output per capita reached 417.7 quintals/year; the area of ​​wet rice is stable at 243-260 hectares, the average rice yield is 50.47 quintals/ha. Livestock is identified as a key economic sector, so it has received investment attention from the people; currently the whole commune has 2,710 buffaloes and cows, 3,140 pigs and 15,000 poultry; the people have done a good job of zoning for grazing, thus limiting the occurrence of diseases in livestock. The aquaculture area reached 13.5 hectares, the output reached 36 tons... In particular, with the sponsorship of Oxfam Hong Kong, Hanh Dich commune has successfully implemented a rattan nursery project to increase income, contributing to sustainable poverty reduction for the people. And to reassure people in production, in early 2014, the commune established a rattan nursery cooperative with 8 participating households. After all fertilizers, seeds and techniques were supported by the Project, participating households were responsible for the materials for making the trellis with locally available materials and building the nursery, taking care of it, ensuring the seedlings grow well... Mr. Lo Duc Chinh in Cham village said: Participating in production on the rattan nursery, we go to the nursery to work every day. Hopefully, the project will develop sustainably so that many households have the opportunity to participate and improve their daily lives." The rattan nursery in Hanh Dich is the first pilot model of the district, which will be replicated in other localities in the future and is considered a new direction in economic development in this mountainous district. With the current rattan price sold locally at 4,000 VND/kg, the total annual revenue can reach 42 million VND/ha (averaged for a 20-year cycle), income is 32.3 million VND/ha and net profit is nearly 20 million VND/ha. This is also considered a high income compared to some other crops in the same conditions. In addition to the benefits for those who directly grow rattan, the development of rattan in the area also has the effect of supporting and promoting the development of handicrafts, contributing to job creation and income generation for people in rural areas. According to Mr. Ha Van Huy, Head of the Hanh Dich Nursery Cooperative: "When implementing the project, In this project, all the people fully agreed and had the spirit of accepting and following the instructions of the technical staff and the direction of the commune and district"...

With economic development, the living standards of people in Hanh Dich commune have been increasingly improved, and the mobilization of investment resources to upgrade infrastructure has become more convenient. Implementing the National Target Program on New Rural Construction, the whole commune has had 67 households donate 4,407 m2 of land; and built rural traffic routes in Chieng, Cham, Pa Kim, and Pom Om villages with a total length of 2,966m. Currently, Hanh Dich is continuing to construct the Cham Put communal cultural house with a total investment of more than 1 billion VND; and implementing a 300m long rural traffic route in Cham village, a route in Pa Kim, and Chieng villages with a total investment of more than 4 billion VND... Thanks to promoting the role of the Party Committee and Party members, the Party Committee of Hanh Dich commune has led the implementation of local political tasks well, and since 2011 has maintained the title of a clean and strong Party Committee. To complete the goals and tasks of the next term (2015 - 2010), the Party Committee of Hanh Dich commune determined to continue promoting the work of Party development, consolidating and enhancing the leadership capacity of each Party cell to the entire Party Committee in all emulation movements and all aspects of local socio-economic development.
