We visited Tan Son commune (Quynh Luu) when the Party Executive Committee of the commune was inspecting the careful preparations for the Party Congress of the commune for the 2015 - 2020 term. Comrade Le Duc Luc, Secretary of the Party Committee of the commune, said: Implementing the Resolution of the 10th Party Congress of the commune, in the context of many impacts with intertwined advantages and difficulties, challenges; inherent shortcomings of a mountainous commune, complex terrain, uneven intellectual level, far from the district center. However, with solidarity, with dynamic and creative measures in leadership, direction and administration of Party committees and authorities at all levels, the local socio-economy has been developing at a fairly fast and relatively comprehensive pace.

During the past term, the Party Committee of Tan Son commune had many timely and appropriate policies and resolutions to develop the economy and society. Typical examples are the resolutions on building high-income fields; developing concentrated livestock farms and protecting and developing planted forests... Thanks to that, the total production value in the last year of the term reached 207 billion VND, an increase of 112.4 billion VND and 2.19 times compared to 2010; the average income per capita reached 23 million VND, an increase of 12.1 million VND and 2.1 times compared to 2010; the average growth rate in 5 years was 15.7%/the congress target was 14%. The average income per unit area at the end of the term is estimated at 95 million VND/ha/year, an increase of 25 million VND/ha (the congress target was 70 million VND/ha/year in 2015).

The economic structure has shifted in the right direction and so far, the three key economic development pillars of Tan Son, namely vegetable production, livestock farming and afforestation, have all achieved positive results. Although a mountainous commune, Tan Son's winter crop production ranks first in the district in terms of area, productivity and output. The total value of agricultural and forestry production reached 86.94 billion VND, an increase of 1.8 times compared to 2010, an average increase of 8% over the past 5 years.

The service sector has many positive changes. The whole commune now has 102 cars of all kinds to transport goods for consumption in markets inside and outside the province, and to transport passengers to all regions of the country. In addition, the commune has thousands of people working in other localities and exporting labor abroad. Attracting investment, building infrastructure, and public welfare works have been strengthened, especially the movement of the whole people joining hands to build new rural areas has been supported by the majority of cadres, party members and people of all walks of life.

In terms of culture and society, a synchronous cultural and sports facility has been built, the outdoor welcome gate has been renovated, and some other tools have been purchased and re-equipped to serve cultural activities; the villages have completed cultural houses and entertainment venues to serve the people's daily needs. The movement "All people unite to build a cultural life in residential areas" has always been positively and effectively responded to by the people. The rate of achieving Cultural Families is 88.8%, an increase of 19.8% compared to 2010, with 8/10 villages achieving the title of Cultural Village (an increase of 2 villages compared to the previous term), achieving the target set by the congress.

Regarding education and training, the scale and network of schools have developed as planned, the quality of teaching has been improved with all 3 schools meeting national standards level I and being the first mountainous commune in Quynh Luu district to achieve this goal. The quality of the teaching staff has many positive changes, with 44 excellent teachers in the district; thousands of students have been admitted to universities and colleges and achieved the title of excellent students at all levels. The socialization of education has been focused on, the activities of the association for promoting learning and community learning centers have become more and more active and effective. Along with that, cultural and artistic activities, sports, health - population/family planning have made much progress, the material and spiritual life of all classes of people has been significantly improved. The political security situation and social order and safety have been maintained. The political system has been consolidated and developed, leadership and management capacity has had many positive changes, and the staff has matured in the new mechanism. The above remarkable achievements are extremely important factors, creating the premise for the locality to continue to successfully carry out its political tasks in the next term.

The results achieved, it is noted that Tan Son has had the comprehensive and absolute leadership of the Party Committee over organizations in the political system, promoting the role of the Fatherland Front and mass organizations in building a great national unity bloc to successfully carry out the political tasks of the locality. The solidarity and unity in the collective Standing Committee, Executive Committee, in all cadres, party members and people of all walks of life is demonstrated through promoting internal strength in exploiting the potential strengths of the locality in building a model of high-income fields, service activities in passenger transportation, freight transportation for consumption and exploiting the potential of the forestry sector, at the same time taking advantage of the help of superiors in science and technology, investment capital to build infrastructure and welfare works of the locality.

In the 2015 - 2020 term, Tan Son set the goal of continuing to promote internal strength, take advantage of external strength, exploit all potentials and advantages of the locality, increase investment attraction, strive to develop the economy quickly and sustainably; solve social issues well, constantly improve the material and spiritual life of the people; ensure national defense and security. Promote democracy, maintain discipline, strengthen solidarity, build organizations in the political system strong with increasingly high quality; Strong and exemplary strong Party organization, build Tan Son into a commune that meets new rural standards.

The target is to increase the average economic growth rate in the next 5 years by 10 - 11%. The average income per capita is 42 - 43 million VND/year. The average production value on the cultivated area is 110 - 115 million VND/ha/year. Food output is 4,000 tons. The average annual budget revenue increase is 15%, of which local revenue increases by an average of 16%. All 10/10 villages have achieved the title of Cultural Village; maintain 3 schools meeting national standards level 1 and strive for 1 school to meet national standards level 2. The poverty rate is reduced to below 2%. Strive to admit 6 - 8 new party members each year; over 80% of party cells meet the criteria of a strong party cell. In the immediate future, in 2015, the commune strives to reach the goal of building a new countryside.

To achieve the goal, the commune has set out 3 key programs for economic development tasks. These are: Focusing on building high-income fields from 150 - 180 million VND/ha/year with a total area of ​​160 - 180 ha; developing concentrated livestock farm economic models, doing a good job of forest protection and development, planting new forests, increasing forest cover; promoting vocational training and labor export. Along with economic development, in the 2015 - 2020 term, the Tan Son Commune Party Committee has proposed specific solutions in the fields of environmental resources, cultural - social development, education - training, culture - information - sports, national defense - security, building a strong government, Fatherland Front and people's organizations.
