At the beginning of the working session, comrade Le Hong Son - Chairman of the District People's Committee reported on the implementation of socio-economic development tasks in the area. Accordingly, after 6 years of separation, Nghia Dan is still a poor district. Infrastructure and transportation systems are not yet synchronized, many places are still weak; many health stations and schools are degraded, people's lives still face many difficulties.

Since the beginning of 2014, Nghia Dan's socio-economic situation has achieved quite comprehensive results in all fields. The economic growth rate in the first 9 months of the year is estimated at 9.74%; Production value reached over 2,702 billion VND, reaching 70.26% compared to the plan, up 9.15% over the same period; Total budget revenue reached over 31.8 billion VND, reaching 88% of the province's assigned revenue; Average production value per capita/year is estimated at 17.93 million VND, equal to 94.21% compared to the District People's Council Resolution; total food output reached 28,375 tons, up 13.77% over the same period. The fields of culture, society, education and training, and health have made many remarkable advances. The number of schools meeting national standards increased by 3 schools; The rate of cultural families reached 76%; The poverty rate is expected to decrease to about 15% in 2014, equal to 100% of the plan; The number of communes meeting national health standards is expected to increase by 3 communes. Administrative reform, anti-corruption and waste prevention have many positive changes; National defense and security are maintained, social order and safety are ensured. Nghia Dan district recommends that the province pay attention to solving some issues such as supporting debt repayment for construction projects; continuing to support cement for rural traffic construction; considering investment policies for some key projects and some recommendations on the staffing system to meet development requirements.

At the working session, after listening to the opinions of the leaders of departments and branches, the Chairman of the Provincial People's Committee concluded and praised the results that the Party Committee and the people of Nghia Dan district have strived to achieve in all socio-economic aspects. However, there are still some limitations such as the growth rate only reaching 9.74%/yearly plan of 16-16.5%; many types of industrial and basic construction products are low; commercial services develop slowly; no commune has met the new rural standards; the poverty rate is still high; new job creation is still low compared to the plan... In the coming time, the Chairman of the Provincial People's Committee requested Nghia Dan to focus on reviewing the targets and tasks of 2014 and the Resolution of the 27th District Party Congress, to focus on directing the achievement and exceeding the set plan. It is necessary to build an effective economic model; organize the assessment and replication of pig farming models, orange fields,...; Building a concentrated agricultural model associated with high-tech agriculture and processing industry; promoting the development of services and trade, aiming to create a shift in economic structure in accordance with the orientation of the Resolution of the District Party Congress; Focusing on directing and removing difficulties for enterprises, aiming to promote production development; proactively implementing the plan to prevent and combat floods and storms in 2014.
