- Deputy Prime Minister Nguyen Xuan Phuc has just signed and issued a directive on ensuring traffic order and safety during the New Year's Day, Lunar New Year (Year of the Goat), and Spring Festival 2015.

The content of the telegram is as follows:
To ensure traffic order and safety, and to meet the travel needs of the people during the New Year's Day, Lunar New Year (Year of the Goat), and Spring festivals of 2015, the Prime Minister requests:
1. The Ministry of Transport directs agencies, units, and enterprises under the Ministries and Departments of Transport:
a) Develop plans to enhance transportation capacity, ensure vehicle technical safety, improve online ticket sales methods, enhance service quality, and maximize convenience for people traveling during the New Year and Lunar New Year (Year of the Goat); strictly control, promptly prevent, and severely punish violations and negative behaviors in transportation activities; decisively address the problem of passenger coercion, illegal fare and transportation price increases. Direct the organization of transportation, deployment, and reinforcement of vehicles to adequately serve the travel needs of the people, ensuring that no one is unable to return home for Tet due to lack of transportation, especially in remote areas, ethnic minority regions, border areas, and islands.
b) Inspect and handle violations of roadbeds, sidewalks, and traffic safety corridors; strictly enforce regulations on labor safety, traffic organization, traffic safety, and environmental protection on construction projects, especially on National Highway 1A and the Ho Chi Minh Highway section through the Central Highlands.
c) Develop a plan for organizing and managing traffic flow rationally on key transportation routes with high traffic volume, especially on main routes into and out of large cities, and routes connecting to key transportation hubs (airports, seaports, railway stations, bus stations, etc.); strengthen waterway safety management at river ferry terminals, tourist destinations, and festivals; resolutely suspend the operation of illegal ferry terminals and vehicles that do not meet safety standards or life-saving equipment.
2. The Ministry of Public Security directs its subordinate agencies and the Public Security departments of provinces and centrally-administered cities:
a) Develop a plan for patrolling, monitoring, and handling traffic safety violations during the New Year, Lunar New Year (Year of the Goat), and other Spring festivals in 2015; intensify mobile patrols, combining traffic safety with other social order and safety tasks; focus on inspecting and handling violations by vehicle owners and drivers engaged in transportation business, especially violations related to vehicle load limits, technical safety, routes, driving times, and picking up and dropping off passengers in violation of regulations; concentrate on penalizing drivers who violate regulations on alcohol concentration, speed, driving in the wrong lane, improper overtaking, and using vehicles that do not meet technical safety standards; develop plans and deploy forces to prevent and combat illegal car, motorcycle, and scooter racing.
b) Strengthen traffic police forces in coordination with the Transport Inspectorate to deploy personnel on key traffic routes and complex traffic areas with a high risk of congestion; develop plans for organizing and regulating traffic, and deploy sufficient personnel and vehicles to be ready to promptly clear traffic congestion and rescue victims in the event of collisions or traffic accidents, preventing prolonged traffic congestion, especially on the first and last days of the Tet holiday, focusing on National Highway 1A, the Hanoi-Lao Cai and Hanoi-Thai Nguyen expressways, the Ho Chi Minh Highway section through the Central Highlands, and National Highways 5, 51, 18, Hanoi, Ho Chi Minh City, and neighboring localities.
3. The Central Committee of the Vietnam Fatherland Front and the central agencies of mass organizations shall direct the strengthening of propaganda work on the causes and risks of traffic accidents to civil servants, public employees, members, and union members. They shall encourage civil servants, public employees, members, and union members to voluntarily comply with traffic laws, implement measures to prevent and avoid motorcycle and motorbike accidents, ferry accidents, and railway crossing accidents; strictly wear helmets when riding motorcycles and motorbikes; not drive after drinking alcohol; avoid speeding and reckless overtaking; not carry more passengers than permitted; observe safety when crossing railway tracks; and comply with safety regulations when traveling by ferry.
4. The Ministry of Information and Communications directs media agencies to increase the airtime and special features for promoting traffic safety during the New Year, Lunar New Year (Year of the Goat), and Spring festivals in 2015; to publicize measures to reduce motorcycle and scooter accidents in rural areas, measures to prevent passenger vehicle accidents, accidents on mountain passes, boat accidents, and to enforce the "if you have drunk alcohol or beer - do not drive" rule.
5. Vietnam Television and Vietnam Radio direct local radio and television stations to develop and implement a plan for disseminating information on traffic safety during the New Year, Lunar New Year (Year of the Goat), and other Spring festivals in 2015, with rich and engaging program content; and to arrange broadcast schedules that are suitable for people's daily lives and work.
6. The Ministry of Education and Training directs the Departments of Education and Training to strengthen traffic safety education for students, and at the same time directs universities and colleges to proactively coordinate with transportation companies to organize the sale of train and bus tickets at schools for students.
7. The National Traffic Safety Committee, in coordination with the Ministry of Transport and the Ministry of Public Security, shall provide a hotline telephone number, widely publicized through mass media and on the website, to receive feedback from agencies, units, and citizens regarding traffic safety during holidays and Tet (Lunar New Year); and at the same time, direct and coordinate with relevant functional agencies to promptly resolve and rectify traffic incidents.
8. The People's Committees of provinces and centrally-administered cities shall direct their local Traffic Safety Committees to develop specific plans and organize the synchronized and effective implementation of measures to ensure traffic order and safety for the people during the New Year, Lunar New Year (Year of the Goat), and Spring festivals of 2015, in accordance with the practical conditions of the locality; and shall organize supervision, inspection, and report the results of implementation to the Prime Minister and the National Traffic Safety Committee.
