Removing difficulties in implementing Decree 67/CP on building new fishing vessels
(Baonghean) - On the afternoon of April 2, leaders of the Department of Agriculture and Rural Development of Nghe An, the State Bank of Vietnam, Nghe An branch, the Department of Aquatic Resources Exploitation in coordination with the People's Committee of Dien Chau district organized a working session to remove difficulties for fishermen in implementing Decree 67 of the Government.

Up to now, Dien Chau has had 7 fishermen approved by the Provincial People's Committee for loans to build ships according to Decree 67 of the government. Of these, there are 6 fishing boats and 1 service boat. Currently, 1 wooden boat with a capacity of over 400 CV is basically completed and about to be launched, the rest have not been built yet.
Some of the difficulties that fishermen mentioned at the meeting were that banks were slow in appraising documents, and fishermen were still hesitant in choosing to build wooden or iron-hulled boats because the value of iron-hulled boats was too high, making it difficult to recover capital later. In addition, fishermen knew very little information about the design and quality appraisal of boats.
Speaking at the meeting, the leaders of the Department of Agriculture and Rural Development and the State Bank highly appreciated the participation of authorities at all levels in Dien Chau in selecting households with sufficient conditions to build offshore vessels for banks to consider lending. However, fishermen have not really participated and are still passive in accessing information on Decree 67. Fishermen can choose to build wooden or iron-hulled vessels to suit their financial capacity. Banks will be more active in helping fishermen complete loan applications and will provide model vessel designs for fishermen to choose from without having to spend money. In addition, they also asked fishermen to cooperate more actively with relevant agencies to be able to take advantage of opportunities to build vessels under Decree 67.
