Continue to support cement sources for rural traffic

(Baonghean.vn) - On the afternoon of March 25, under the chairmanship of Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the People's Committee of Nghe An province had a working session with the leaders of ViCem Hoang Mai Cement Joint Stock Company on the implementation of the policy of supporting cement for rural roads under the National Program on New Rural Development. Also attending the meeting were Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee and representatives of leaders of a number of relevant departments, branches and units.

Implementing the province's policy of supporting cement for rural traffic in the construction of new rural areas, through 3 implementation phases from 2012-2014, the total amount of cement for rural traffic roads that the provincial People's Committee decided to support for districts and cities by the end of 2014 was more than 334,600 tons. Of which, the amount of cement that localities received was nearly 267,000 tons, with a total amount of more than 372 billion VND and 272 billion had been paid, including the advance payment from the provincial budget in 2015.

Currently, the province still owes cement factories more than 100 billion VND, of which ViCem Hoang Mai Cement Joint Stock Company alone owes 68.7 billion VND. However, due to the high investment demand for new rural construction in 2015, with 81 communes registering to meet the standards this year, the province is expected to support these 81 communes with 86,100 tons of cement, with a total cost of 133.5 billion VND.

The representative of ViCem Hoang Mai Cement Joint Stock Company affirmed: the signing between Nghe An Provincial People's Committee and the unit in supplying cement for the construction of rural roads under the National Program on New Rural Development is long-term and sustainable. However, due to the implementation of market mechanisms, it is necessary for Nghe An province to repay the old debt to the company. If the payment time is agreed upon, ViCem Hoang Mai Cement Joint Stock Company will continue to supply enough cement that Nghe An province needs in 2015.

At the meeting, Mr. Nguyen Xuan Duong - Chairman of the Provincial People's Committee requested ViCem Hoang Mai Cement Joint Stock Company to continue to supply all remaining quotas not yet allocated to districts in the first quarter of 2015, which is more than 67,820 tons, equivalent to 105 billion VND.

For this outstanding debt, the Provincial People's Committee proposed to the cement supplier to extend the debt repayment period to 2016 and 2017. In addition, the Provincial People's Committee also requested ViCem Hoang Mai Cement Joint Stock Company to increase the quantity after each supply period to 50,000 tons, and pay the seller after 6 months instead of supplying each period of 30,000 tons and the debt repayment period within 3 months as currently implemented.

Regarding the old debt from 2014 and earlier, the Provincial People's Committee committed to gradually balancing the funding source, and is expected to complete debt repayment to ViCem Hoang Mai Cement Joint Stock Company in 2015.

The proposals of the Provincial People's Committee have been agreed upon by the leaders of ViCem Hoang Mai Cement Joint Stock Company and will continue to be implemented as committed.

On this occasion, the Provincial People's Committee awarded a Certificate of Merit to ViCem Hoang Mai Cement Joint Stock Company and Mr. Ta Quang Buu, Deputy General Director of Vietnam Cement Company, Chairman of the Board of Directors of ViCem Hoang Mai Cement Joint Stock Company for his many contributions to the development of Nghe An province.
