Party Congresses at all levels: Combining Party Committee personnel with People's Council and People's Committee personnel

(Baonghean.vn) - On the morning of March 27, the Provincial Party Committee's Organizing Committee held an online conference to evaluate and draw experience from the work of directing the grassroots congresses for the 2015-2020 term. Comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council attended and directed the conference.

Attending the conference were comrade Nguyen Huu Lam, member of the Standing Committee, Head of the Provincial Party Committee's Organization Board; representatives of leaders of a number of departments, the Provincial Party Committee Office, and affiliated Party Committees; at the district, city, and town Party Committees' connection points, there were leaders representing the Standing Committee and the Organization Board.

To carry out the Party Congresses at all levels towards the 12th National Congress of the Party, the Party Committees of districts, cities, towns, and affiliated Party Committees have selected 96/1,616 grassroots Party Committees and Party Cells as the focal points for the Congress, of which 13/96 grassroots Party Committees and Party Cells have piloted the direct election of the Standing Committee, Secretary, and Deputy Secretary. As of March 25, 2015, the whole province had 52/96 grassroots Party organizations that had held their congresses. Through assessment, at all grassroots levels, the congresses elected the Party Committees and the positions, Standing Committees, Secretaries, and Deputy Secretaries basically in accordance with the orientation and only one election was needed to meet the number of Party Committees as decided by the Congress.

The newly elected Party Committee members all meet the standards and ensure the conditions of expertise and political theory; the structure and ratio ensure the right orientation. 100% of the bases have organized to collect opinions on the introduction of Party Committee secretaries. In addition, the organization of the model congresses still revealed some limitations in the preparation work, in the congresses and in the direction of higher levels. Some of the discussions were long, with general and non-specific theories, mainly reflecting achievements, not focusing on the direction for the next term, especially on Party building. Most of the congresses of the Party Committees and grassroots Party cells have not included comments on the standards and structure of the direct superior Party Committee for discussion. In some places, the Party Committees were elected, and some comrades did not meet the standards in terms of professional and political qualifications; in some places, the rate of Party Committee renewal was not achieved (less than 1/3). The direction of the direct superior Party Committees in some units, especially the guidance and inspection, was still limited. The direction of reviewing, supplementing and approving the personnel planning associated with training and fostering to create a source of qualified cadres in some places was not good;...

At the conference, delegates at the connecting points exchanged and discussed online to draw experience in the preparation and organization of the congress, the direction of the superiors... to continue to organize the mass congress with good results. Speaking at the conference, comrade Tran Hong Chau, Standing Deputy Secretary of the Provincial Party Committee, highly agreed with the assessment of the Provincial Party Committee's Organizing Committee on the direction and implementation of the grassroots congresses. However, through inspection and evaluation, there were many issues that needed to be learned from. Therefore, in order to organize the Party congresses at all levels well, the Standing Deputy Secretary of the Provincial Party Committee requested: Party committees of subordinate Party committees need to do a good job of ideological work in conjunction with Party building work; especially linking ideological work with the implementation of the topic of studying and following the moral example of Ho Chi Minh in 2015; at the same time, fight against some signs of degradation, protect internal politics well; promote propaganda work.
