Hoi Tu: Efforts to prevent illegal immigration

(Baonghean) - Huoi Tu is a remote commune of the highland border district of Ky Son, about 30 km from the district center, with harsh climate and weather conditions, the population is mainly Mong ethnic people, and economic and social life faces many difficulties... In recent years, with the attention of the Party and State, along with the solidarity of cadres, party members and people, Huoi Tu has made significant progress, especially in the work of propaganda to prevent and combat migration.

Huoi Mu village used to be one of the "hot spots" of illegal migration in Huoi Tu commune. Located about 5 km from the commune center, the village has 86 households (444 people) of Mong people; after many years of cultivation, the fields have become infertile, so the main source of income for the villagers is from raising cows and pigs. Harsh natural conditions, socio-economic difficulties, and limited education level are the main causes of illegal migration of Mong people in Huoi Tu. In addition, some bad guys from other places come to try to lure, incite, and even provoke people to leave their homeland, making the situation of order and security even more complicated.

Faced with the above situation, the Commune Party Committee promptly researched, led and directed the implementation of solutions to combat illegal migration and considered this one of the important and urgent tasks in recent times. In 2012, the whole commune had 7 households migrating to Laos, but in 2013, the number decreased to 3 households. Around mid-2014, Huoi Mu had 3 households illegally migrating to Laos, the main reason being the instigation of bad people.

By the end of 2014, there was information that about 5-6 households were intending to migrate freely, wanting to sell their assets to cover travel expenses. Immediately, the inter-sectoral working group of the commune promptly came to propagate and persuade the households to give up the intention of migrating to Laos, and to stay in their hometowns to do business and live. The Party cell of Huoi Mu village has learned a lesson: The fact that many households migrated to Laos has caused some disturbance to the security and order situation. However, when the district and commune promptly came up with solutions, focused on propagating and mobilizing people to understand right and wrong, reason and emotion, people listened to the Party and the government and stayed away from bad people and wrongdoings...

To come up with solutions to limit and eventually end the situation of spontaneous migration, we must first understand the causes. The migration situation in Huoi Tu first comes from the nomadic farming and living habits of the Mong people that have existed for generations. Along with that are other causes such as bank debts that cannot be paid; internal conflicts in families and clans; lack of land for production and cultivation; and being exploited and incited by bad guys. In order for the propaganda and mobilization work to achieve results, the team of cadres, led by party members, grasped and understood the causes of each family and then came up with the most appropriate solutions.

Identifying the prevention and control of migration as an important and urgent task, in 2014, the Party Committee of Huoi Tu commune issued a resolution on this issue. After that, the People's Committee of the commune approved the plan and established a Steering Committee for propaganda on the prevention and control of illegal migration. Commune-level organizations also have plans to mobilize members, union members and families not to migrate illegally. Thus, the Party Committee of the commune has implemented the policy of involving the entire political system. In particular, the local police and military forces regularly stay close to the grassroots, grasp the situation, promptly detect and propose effective solutions. The Party Committee and the commune government have proactively coordinated with the provincial police, district police and established a working group of the commune to go to the villages to propagate, mobilize and disseminate the law, especially the Law on Residence. At the same time, grasp the thoughts and aspirations of the people and expose the plots and tricks of bad guys so that people can prevent, avoid, and not be incited or enticed.

In the coming time, the Party Committee and the government of Huoi Tu commune are determined to continue to carry out propaganda and mobilization work well, and coordinate with the police force to do a good job in combating illegal immigration. Increase meetings with people to grasp their thoughts and aspirations, combine propaganda and dissemination of laws, and clearly expose the plots of bad guys. In the long term, it is necessary to research and replicate effective economic models, plants and animals with high economic value, suitable for weather and climate conditions to help people stabilize their lives, and gradually give up the idea of ​​migrating.

Currently, the commune is developing a model of raising black pigs, black chickens, local cows, and Shan snow tea, building product quality and reputation so that people can increase their income. At the same time, promptly and thoroughly resolve conflicts that arise among the people so that people can feel secure in doing business and production. Constantly pay attention to and promote social security work, focus on implementing well the support and investment programs of all levels and sectors for local people...

With the solidarity of the entire Party, the determination of the government and the participation of mass organizations, it is believed that in the coming time, the illegal migration situation in Huoi Tu commune will be quickly limited to the lowest level; the Mong ethnic people in Huoi Tu will soon stabilize their lives, poverty will be pushed back, and the socio-economic development of the commune will continue to make important progress.
