(Baonghean) - In the 2010 - 2015 term, Chau Tien commune (Quy Hop) achieved many encouraging results in all fields; the poverty rate decreased, and people's lives improved. In the 2015 - 2020 term, Chau Tien set a goal to strive to become a well-off commune of the district.

During the past term, Chau Tien's agriculture and forestry sector had a clear change. People focused on land reclamation, intensive farming, and the application of new varieties in production, so the total planting area and productivity both increased compared to the beginning of the term. Of which, the rice area increased from 50 hectares in 2010 to 70.42 hectares in 2014, the average yield increased from 50 quintals/ha in 2010 to 60 quintals/ha in 2014; it is expected that in 2015, food output will reach 904.7 tons.

Thanks to the good application of science and technology, improved breeds, food... livestock farming has developed significantly; it is expected that in 2015, the total herd of buffaloes will reach 595, cows 225, goats 250, pigs 1,325, and poultry 12,350.

Forestry production has developed in both quantity and quality. The average area of ​​concentrated forest plantation is 16 ha/year, reaching 100% of the plan, bringing the total area of ​​planted forest from 200 ha in 2010 to 280 ha in 2015; increasing forest cover from 66% in 2010 to 68.1% in 2015; the quality of natural forests has been gradually improved.

The industrial, handicraft and basic construction sectors have developed quite well based on the potential of abundant resources and minerals. Currently, in the commune, there are 17 enterprises licensed to exploit tin ore and white stone; 6 mineral processing factories, creating jobs for many local workers. In addition, the planning management, investment in basic construction and infrastructure of the commune are increasingly stable. In addition to programs and projects with investment and support from superiors, every year the commune has saved budget to invest in development and promote internal resources, mobilizing from the contributions of the people to focus on building traffic works, irrigation systems, schools, medical stations, communal cultural houses, hamlets... In the past 5 years, the commune has implemented 13 projects with a total implementation volume of about 10 billion VND. The results in the economic sector have contributed to the State budget revenue in the area in the past term reaching and exceeding the plan. Total budget revenue in the commune in 5 years reached more than 21.5 billion VND (average 4.3 billion VND/year). The poverty rate decreased from 41.8% in 2010 to 31.76% in 2014.

People's living standards have been improved, infrastructure has been invested in and built, which is a prerequisite for socio-economic development. Every year, kindergartens and primary schools mobilize 90-95% of preschool children to go to school, and 100% of primary schools. Good direction of universal preschool education for 5-year-old children in the period of 2010-2015 has achieved high results. In 2014, primary schools were recognized as meeting national standards at level 1. People's cultural and spiritual life has been increasingly improved; the rate of cultural families in 2014 reached 73%...

National defense and security work in the area is stable and maintained. The movement of all people joining hands to build new rural areas has been supported by the people. After 4 years of implementation, the commune has achieved 6 criteria. Striving to achieve the irrigation criterion in 2015. The total capital for building new rural areas in the past 4 years is more than 9.7 billion VND, of which, people contributed more than 332 million VND in cash.

To achieve the above results, it is necessary to affirm the extremely important role of the Party committees and Party members. During the 2010 - 2015 term, Chau Tien Commune Party Committee paid attention to improving the fighting capacity of grassroots Party organizations, organizing many extensive political activities throughout the Party Committee and the people. In particular, effectively implementing Directive 03 of the Politburo on continuing to promote studying and following the moral example of Ho Chi Minh; paying attention to building and rectifying the Party in the spirit of Resolution 4 of the Central Committee (11th term)... The Commune Party Committee achieved "Clean and strong"; during the term, an average of 5 new Party members were admitted per year. The Fatherland Front and other organizations had many in-depth activities, bringing high efficiency, the rate of gathering members and union members increased.

In the 2015 - 2020 term, promoting the spirit of solidarity, unity, promoting internal strength, innovation, exploiting potentials, effectively taking advantage of investment and support from superiors, Chau Tien commune is determined to create a breakthrough in development. Accelerating the economic restructuring towards increasing the proportion of service value and construction industry. Striving for the industrial production value (reaching 62.26%) by 2020; the total value of intra-communal products to reach more than 119 billion VND; the average growth rate of production value to reach 8.3%; the average income per capita by 2020 to reach more than 34 million VND/year, 2.3 times higher than in 2015. The total budget revenue by early 2020 to reach more than 5.5 billion VND.

By 2020, strive to achieve 16/19 criteria for new rural construction. In addition, the cultural and social fields continue to be improved, the material and spiritual life of the people is increasingly improved; preserve and promote the cultural traditions of ethnic groups. Determined to reduce the rate of poor households to 15.7%; the rate of cultural families is over 80%. Strive for 7/9 villages to achieve the title of Cultural Village, build schools and medical stations to achieve the title of culture. The field of national defense and security continues to be maintained and strengthened.

Focus on Party building work, improve the fighting capacity and operational efficiency of cadres, party members and grassroots party organizations. Strive to have 100% of Party cells classified as having completed their tasks well or better every year; no weak grassroots party organizations; admit an average of 8-10 new party members per year; 75% of commune-level cadres, civil servants and specialists have university degrees and intermediate political theory degrees or higher; build a typical commune Party organization by 2020. All of this, with the highest goal of building the locality into a fairly well-off commune in terms of economy and society, with stable national defense and security, contributing to the successful implementation of the Resolution of the Quy Hop District Party Congress for the 2015-2020 term.
