(Baonghean) - Thanks to the attention from higher levels in all aspects, the high level of unity and solidarity within the Party Committee, and the leadership and guidance of the Party Committee and government, during the 2010-2015 term, Ky Son commune (Tan Ky district) built a strong political system, diversified economic models to eradicate hunger and reduce poverty, and promoted the new rural development movement.

Ky Son commune is located along the Ho Chi Minh Highway in Tan Ky district, with fragmented land composed of hills and mountains. The commune has 2,756 hectares of natural land; 17 hamlets, 1,690 households, 7,778 inhabitants, including 69 households with 453 Catholics; it is a melting pot of people from many provinces and cities across the country, with a diverse and rich cultural tradition. Ky Son does not have many advantages for economic development, but it has a united, enthusiastic, and responsible team of officials, especially in the task of economic development and poverty reduction.

As a commune with a significant area of sugarcane cultivation supplying the Song Con Sugar Factory, the Party Committee and local government collaborated with the factory to develop a high-yield sugarcane intensive farming model on less productive arable land in Doi Cung 2 hamlet. The model's success resulted in a 1.4-fold increase in income compared to conventional farming. Subsequently, the commune's Party Committee issued a resolution mobilizing the people to convert farmland to promote mechanization, and the commune's Agricultural Committee replicated the model in other hamlets. The commune's Farmers' Association established three models for producing large-fruited green apples, generating high income in Doc Su hamlet. The commune budget provided 17 million VND in support to participating households, with each household contributing 90 million VND to create a commercial apple production area using a new variety. After three years of harvesting, each apple farming model yielded nearly 300 million VND per hectare, with the produce being purchased directly from the orchards.

During the 2010-2015 term, 12 vocational training courses and 25 training classes were organized. To date, the percentage of trained farmers has reached 60%. The application of science and technology in production is increasingly achieving high economic efficiency; the use of mechanization in production is also increasing. Besides the rice cultivation area that ensures food security, Ky Son also strongly develops livestock farming. Disease prevention and control are always emphasized, and the regulations on livestock vaccination are well implemented, increasing the vaccination rate from 40% in 2010 to 80% in 2014. At the same time, some areas of low-yield rice land have been converted to fish farming; currently, the aquaculture area is 115 hectares, with a stable production of 170-180 tons per year.

Taking advantage of the forest resources, the people of Ky Son have both protected the forest and effectively combined planting and exploiting production forests, forming a production forest area in Ky Nam and Dong Nay with an area of 1192.8 hectares; doing a good job of forest conservation and fire prevention, increasing income from forest gardens, and raising forest cover from 39.5% in 2010 to 41.5% in 2015.

According to Mr. Nguyen Le Dinh, Chairman of the People's Committee of Ky Son commune: In building new rural areas, Ky Son has achieved remarkable results. The total investment capital over the past four years is 25 billion VND; of which the people contributed 2.5 billion VND. The most outstanding feature in building new rural areas in the locality is the movement to build roads, which has been enthusiastically supported by the entire population. 17 out of 17 hamlets have successfully mobilized people to donate land for road construction, with 550 households donating land totaling 13,200 m2, hundreds of meters of fences, and thousands of trees and crops of various kinds. Currently, the roads meet the dimensions according to new rural area standards. In particular, 1.1 km of concrete road was completed in Tien Phong 1 hamlet. By 2014, the commune had completed 12 out of 19 criteria for New Rural Development... The average growth rate over 5 years (2010 - 2015) reached 13.5% compared to the target of 15% set in the congress resolution; the average income per capita for the whole year of 2015 was estimated at 22.7 million VND, exceeding the congress target.

The Secretary of Ky Son commune, Comrade Ho Huu Tho, added: “Ky Son has effectively implemented the District Party Committee's plan on building and consolidating grassroots Party organizations, eliminating villages and schools without Party branches or Party members. The number of Party branches achieving the 'Strong and Excellent' status has increased annually, with no weak Party branches. For five consecutive years (2010-2014), the Party Committee has always been recognized as a 'Strong and Excellent' Party Committee by the higher authorities. In particular, in 2010 and 2011, it was recognized as an outstanding exemplary 'Strong and Excellent' Party Committee.” During the past term, political and ideological education, and the dissemination of the Party and State's guidelines, policies, and strategies have been given attention, creating social consensus and contributing to the increasingly developed homeland. The political and professional qualifications of cadres have been gradually standardized, meeting the requirements and tasks well. The Fatherland Front and political, social, and professional organizations have been continuously strengthened and consolidated, increasingly promoting and affirming their role and position as the central force attracting and gathering all strata of the people, members, and affiliates, building national unity, developing strong and effective organizations, and actively participating in protecting and building the Party and government. The commune has effectively promoted the people's right to self-governance and performed its functions of social supervision and criticism.
