According to Deputy Minister of Education and Training Nguyen Vinh Hien, the reason for not releasing a detailed exam structure is that this year's exam aims to develop students' competencies, classifying them from low to high levels to serve as a basis for high school graduation and university admissions. Furthermore, there will be top-tier universities with high admission scores, mid-range universities, and universities with lower scores, meaning the exam must effectively differentiate candidates. The Ministry will issue an exam matrix with content and questions ranging from basic to advanced practical questions to help candidates understand the exam's direction and question types. Based on this, teachers will directly guide students in preparing according to these criteria to best perform on the exam.

Nevertheless, many students appear passive and confused in consolidating their knowledge for exam preparation, especially for elective subjects.

Ms. Pham Thi Hong, a teacher at Nguyen Cong Tru High School (Go Vap District, Ho Chi Minh City), shared: "Although I have a lot of experience in guiding university entrance exam preparation, this year's exam is a combined high school graduation exam, so the range of knowledge will be broader. The exam will be comprehensive, evenly distributed with a certain level of difficulty, capable of differentiating students' thinking skills, helping schools both attract candidates and select them based on the exam scores."

Do not study using reference books.

Although the exam structure is not officially published, the Vietnam Education Publishing House has printed and distributed numerous study guides for the national high school graduation exam. This has led many students to purchase them for preparation. However, according to some teachers, many of these reference books do not closely follow the Ministry's guidelines for the common exam because they were compiled quite early, possibly before the Ministry announced the exam methods, making them less valuable to students.

Sharing the same view on the numerous reference books currently on sale, Deputy Minister Nguyen Vinh Hien stated: "Candidates should not rely on these books as a basis for exam preparation, but rather consider them as supplementary reference materials. The Ministry's general view is that this year's national exam will focus on knowledge from grade 12. Therefore, teachers, students, and parents need to concentrate on and help students review within the framework of this knowledge. For candidates who only need to be certified for graduation, the exam will be sufficient, and for candidates who need high scores to apply to top universities, the exam will also partially meet their needs."
