Innovation in the form of inspection of compliance with discipline and administrative discipline

(Baonghean.vn) - On the afternoon of November 7, 2014, in Vinh city, the provincial interdisciplinary team to inspect and supervise the implementation of administrative discipline according to Directive 17/CT-TU held a meeting to evaluate the results of the second round of inspections. Comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs, Head of the team chaired the meeting. The members of the inspection team participated.

At the meeting, representatives of the inspection and supervision teams reported the inspection results of their delegations. Specifically, in September and October, the two teams, as assigned, continued to inspect 10 district and town-level units, 21 commune-level units and 3 administrative and public service units, namely Ky Son Forest Protection Department, Pu Mat National Park and Dien Chau Forest Protection Department.

Through inspection, in general, the inspected units and agencies have thoroughly grasped the contents of Directive No. 10/2013/CT dated April 6, 2013 of the Provincial People's Committee and Directive 17-CT/TU of the Provincial Party Standing Committee for cadres and party members, so there has been a fundamental change in awareness, propaganda work has been focused on, some units have organized inspections of subordinate units; some units have basically implemented well the regulations on office culture, internal rules, regulations on working of agencies, civil servants have relatively strictly followed working hours and labor discipline; the situation of drinking alcohol during office hours and lunch breaks has decreased...

However, the implementation of Directive 17 still has some limitations, the minutes show that the implementation is still sketchy and formal; some units have not yet institutionalized the requirements of Directive 17 into the internal regulations of office culture; at the time of inspection, some units such as Tuong Duong, Con Cuong, Dien Chau... had plans to inspect subordinate units but had not yet carried them out; a number of civil servants have not strictly followed working hours or worn staff badges; the arrangement and assignment of one-stop-shop staff is still unreasonable, and administrative procedures have not been fully publicly posted;..

On behalf of the inspection team, comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs, Head of the team summarized the inspection results of the teams, emphasizing the achievements and limitations. Basically, through the inspection, the team grasped the situation of implementing Directive 17 and advised the Provincial People's Committee to issue a Directive to rectify the implementation of discipline and administrative discipline; for units with limitations and shortcomings, the team has notified in writing to remind and promptly overcome them... However, to conduct more focused and in-depth inspections, the team will innovate the form of inspection and supervision; add some equipment to serve the inspection. In the immediate future, the team will continue to advise the province to have a unified model regulation on the layout of public offices, the one-stop reception and processing department to fully post administrative procedures; continue to require units to strictly comply with the institutional requirements of Directive 17 in the regulations on office culture, internal rules, and working regulations of agencies and units./.
