Accordingly, a notice was sent to all vehicle owners with vehicles that have expired in the province, but up to this point, only one case has come to complete the procedures to return the registration and license plate, which is the Power Transmission Company, with a MAZDA passenger car, license plate 37N-1602, manufactured in 1994. One case has received a reply from the vehicle owner, which is Song Lam Paper Joint Stock Company. However, both vehicles of this company have been sold and all documents have been delivered to the buyer. In addition, there were 13 cases where postal staff could not find the address to send the notice so they had to return it, because in fact the vehicle owner was registered at address A, but now it has been moved to address B...

Lieutenant Colonel Nguyen Anh Tuan, Head of the Traffic Police Team of Nghi Loc District Police, said: After receiving the list sent by the department, in addition to knowing the general list of the number of expired vehicles in the province to coordinate patrolling, controlling, detecting and handling, the team also knew the number of expired vehicles that, according to the vehicle owners' registration, were in Nghi Loc District, including 14 trucks and 5 passenger cars. Currently, the team is also coordinating with the commune police to know the whereabouts of the above vehicles.

Circular 15/2014/TT-BCA of the Ministry of Public Security stipulates the responsibilities of competent authorities in revoking vehicle registration certificates and license plates. Accordingly, vehicle registration and management agencies shall base on the list of expired automobiles and vehicles not allowed to circulate provided by the inspection agency to review and carry out procedures to revoke vehicle registration certificates and license plates. At the same time, the Circular also stipulates that vehicle registration and management agencies shall coordinate with the police of the commune, ward or town where the vehicle owner resides to notify and request organizations and individuals with expired vehicles to carry out procedures to revoke vehicle registration certificates and license plates.

However, the situation of expired and expired vehicles still circulating is because most of the vehicle owners are not self-aware, operating secretly in remote areas, making it difficult to inspect and control. There are cases where when the registration agency and local police meet with the vehicle owner, the vehicle has been through many owners without completing the transfer procedures, and up to now, the vehicle owner's whereabouts have not been determined.

According to Mr. Nguyen Quy Khanh, Director of Nghe An Motor Vehicle Inspection Center: Expired cars, when it comes to the final inspection, must return the book to the local Inspection Center and must go to the registration office to revoke the vehicle registration and license plate. However, many owners of expired cars, who have been inspected, still find ways to avoid it, do not go to the authorities to do the procedures to delete the registration of expired vehicles, many cases secretly bring them to remote, mountainous areas to continue circulating, or find ways to forge technical safety inspection documents to legalize the vehicle and circulate it on the road.

In 2014, the Traffic Police and Traffic Inspectorate discovered and handled 10 cases of using fake inspection books and fake stamps for circulation; on average, they handled nearly 2,000 cases of cars violating technical safety errors related to brakes, technical equipment, safety components, vehicles that do not meet environmental protection standards every month... Thus, it can be seen that many vehicle owners find every way to put expired vehicles, vehicles that do not meet technical and environmental safety standards into operation, which will lead to a very high risk of causing traffic accidents. Because vehicles that are past their expiration date often have problems with brakes, technical equipment, and safety components. These components can fail at any time. And many traffic accidents have occurred due to brake failure, equipment failure... In addition, these "outdated" cars also pose many risks of fire and explosion because the gas tank is old and rusty, and the fuel pipes are prone to leaks leading to fire and explosion.

To put an end to the situation of expired cars circulating on the road, it is of course and first of all the responsibility of the functional sectors such as: Registration Center, Traffic Police, Traffic Inspectorate, need to coordinate synchronously to inspect and promptly punish violations. Moreover, it is necessary to increase the fine level commensurate with the level of danger if causing an accident... In addition, promote the role of people and local authorities in detecting and monitoring this type of vehicle.

Decree 107/2014/ND-CP stipulates a fine of VND 4 million to VND 6 million for driving a vehicle that has exceeded its usage period (for vehicles with specified usage periods).
