The Standing Committee of the Provincial Party Committee inspects the work of the Party Congresses at all levels in Quynh Luu.

(Baonghean.vn) - On the morning of March 23, Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - conducted an inspection of the work of the Party congresses at all levels and the results of implementing the Resolution of the 26th District Party Congress, term 2010-2015, in Quynh Luu district.

Comrade Tran Hong Chau chaired the meeting.

Following the administrative boundary adjustment to establish Hoang Mai town, the targets and tasks set out in the Resolution of the 26th Congress of the Quynh Luu District Party Committee at the beginning of the term have been adjusted and supplemented to better reflect the district's actual situation. To date, 18 out of 25 targets have been met or exceeded. Notably, the average economic growth rate reached 1.44%, exceeding the planned target of 10-12%. Average per capita income reached 26.33 million VND/year, exceeding the planned target of 24-25 million VND.

Secretary of the Quỳnh Lưu District Party Committee, Lê Đức Cường, reported on the progress of the Party congresses at all levels.

In the socio-cultural sector, many targets were met, such as reducing the birth rate; the percentage of cultural families and villages, and communes with standard cultural, sports, and information facilities; the percentage of communes meeting national standards for healthcare; and the poverty rate. The entire district has 12 communes meeting the New Rural Area standards (compared to the planned 6-7 communes). National defense and security, and social order and safety were ensured. Party building and strengthening the political system received attention and created progressive changes.

Comrade Tran Cong Duong - Chief of the Provincial Party Committee Office, discussed several issues related to the preparation of documents and the provision of facilities for the Party congresses at all levels.

Regarding the guidance of congresses at all levels, the Party Committee of Quynh Luu district was selected as the pilot unit for the province, therefore the implementation of party congresses at all levels was directed early and accelerated.

The congresses of the grassroots Party branches were basically completed in January 2015, with some remaining branches completing theirs in February 2015. The entire district has 87 grassroots Party committees and branches, including 33 commune and town Party committees and 44 Party committees and branches in agencies and units. To date, 20 grassroots Party committees and branches have had their congresses approved by the District Party Committee Standing Committee, including 4 Party committees that completed their pilot congresses: the Party Committee of Quynh Doi Commune, the Party Committee of Quynh Luong Commune, the Party Committee of Tan Son Commune, and the Party Committee of Vinh Ngoc Salt Enterprise. In all 4 pilot congresses, the Party committees were elected in a single round, with the required number of members, in line with the established guidelines, and with higher quality members, ensuring the proportion of women, young people, and innovation as stipulated. The district also paid attention to directing the resolution of issues before, during, and after the congresses of the grassroots Party branches and the pilot congresses.

Regarding preparations for the district Party congress, the political report has been drafted and reviewed for the third time by the District Party Standing Committee, and is currently being sent to grassroots levels for feedback. The district has also completed the personnel plan for election to the District Party Committee Executive Board, 27th term, 2015-2020.

Deputy Head of the Provincial Party Committee's Mass Mobilization Department, Nguyen Manh Khoi, requested the Quynh Luu District Party Committee to pay attention to resolving emerging issues and fostering high levels of consensus.

Comrade Hoang Danh Lai - Chairman of the People's Committee of Quynh Luu district - reported and clarified some of the targets to strive for in the 2015-2020 term.

Concluding the meeting, Comrade Tran Hong Chau emphasized: Alongside directing the Party congresses at all levels, the Standing Committee of the Quynh Luu District Party Committee needs to strive and focus on completing the goals and targets set for the 2010-2015 term and for 2015. They should coordinate in reviewing and resolving complaints and denunciations from citizens and addressing emerging and prominent issues in the district, as well as issues related to personnel for the congress; combine this with attention to internal political security; and effectively carry out propaganda, ideological work, and guide public opinion.

Comrade Tran Hong Chau also requested that the district focus on mass mobilization work, promoting the role of the Fatherland Front and mass organizations in participating in the Party congress documents at all levels so that the political documents clearly reflect the will and aspirations of the people; unleashing the internal strength of the people to implement political tasks and build many projects to celebrate the congress. During the process of directing the Party congresses at all levels, it is necessary to closely link ideological work, personnel organization, mass mobilization, inspection, and internal political security; paying attention to the political report and personnel of the Executive Committee, especially at the grassroots level. The political report presented to the 27th Party Congress of Quynh Luu District, term 2015-2020, needs to clearly express the district's development vision for the next five years based on the general orientations and plans of the province, making Quynh Luu a center and growth pole of the entire province.
