Hung Loc Commune (Vinh City): Accelerating the urbanization process.
(Baonghean) - Overcoming difficulties and challenges, during the 2010-2015 term, the Party Committee and people of Hung Loc commune (Vinh City) always strived to achieve and surpass the set targets and goals, successfully completing the new rural development program. The achievements have created new momentum and strength for the commune to develop rapidly and sustainably in the urbanization process.
Thanks to the leadership and guidance of the Vinh City Party Committee and People's Committee, many projects and constructions have been invested in and built in Hung Loc commune during the past term. Along with this attention, overcoming difficulties due to the lack of synchronized infrastructure, the high proportion of the agricultural economy, and the challenges in providing employment for people after land reclamation, the Party Committee and People's Committee of the commune have basically achieved and exceeded the targets and objectives set out in the resolution.
Economically, the commune has made positive shifts, with an average growth rate of 12.36%; the proportion of industry, construction, and handicrafts accounts for 33.5%; trade and services 55.3%; and agriculture has decreased to 11.2%. Average per capita income reached 30 million VND/year. In the industrial, handicraft, and construction sectors, the commune encourages and facilitates the development of production and business activities for enterprises and businesses.
To date, the area has 120 businesses inside and outside the industrial park that are basically operating, minimizing environmental pollution and creating jobs for many local workers. The service and trade sector maintains its advantages, with the upgraded Coi Market now operating effectively with nearly 300 kiosks, over 300 stable business households, and 200 irregular businesses, providing employment for more than 500 workers. Based on these advantages, the commune is guiding and encouraging the people to develop sustainable service sectors such as clinics, schools, hotels, guesthouses, and rental accommodations. Currently, there are 1,500 rental rooms and 4 hotels operating effectively in the area.

During the past term, although agriculture has decreased in proportion, it has made a significant impact with investments in developing green agriculture in suburban areas, such as a 10-hectare high-yield rice farming area in Duc Thinh hamlet, My Ha commune; a 2,500m2 greenhouse model for clean vegetable production in My Thuong hamlet; a mushroom production model in My Ha hamlet; and the continued effective maintenance of aquaculture on an area of over 30 hectares... The Party Committee and the commune government have strengthened leadership in effectively managing land and urban order by accelerating the completion of applications for land use rights, and strengthening coordination with departments and organizations in resolving disputes and violations in the field of land management.
During the past term, 557 land use right certificates were issued, bringing the total number of issued certificates to 5,435 out of 5,741, reaching 94.7%. Urban management was strengthened, with regular inspections of construction permits for households and individuals building houses, and inspections and clearance of traffic safety corridors. As a result, 112 cases of illegal house construction were handled, 860 cases of violations of road corridors were fined, and 28 cases of violations related to environmental sanitation and illegal advertising were penalized.
In the socio-cultural field, the commune focuses on investing in infrastructure and teaching and learning equipment, including facilities such as kitchens, classrooms, and schoolyards, contributing positively to improving the quality of education. All schools maintain their status as National Standard Schools, with the primary school achieving Level 2 standard certification. The "All People Unite to Build a Culturally Rich Life in Residential Areas" movement is increasingly high-quality and in-depth, with 6 hamlets recognized as cultural units, bringing the total to 14 out of 20 hamlets, and 17 civilized alleyways recognized. Healthcare for the people is prioritized, with improved quality of medical examination and treatment; the health station achieved Level 2 national standard certification in 2012.
Effectively implementing policies for war veterans and their families, carrying out gratitude and repayment work, poverty alleviation, and job creation... Paying attention to Party building, consolidating internal unity, and creating high levels of solidarity and consensus within the Party... A highlight of the term is that Hung Loc successfully implemented the National Target Program for New Rural Development, mobilizing a total of 675 billion VND in resources for rural development, of which the people contributed and donated land worth 544.313 billion VND, accounting for over 80% of the total implementation cost, with a donated land area of 5,071 m2, including 409 m2 of residential land and 4,662 m2 of agricultural land.
Entering the implementation phase of the Resolution of the 24th Party Congress, term 2015-2020, the Party Committee and people of the commune are upholding the tradition of unity and urban development in the Northeast of Vinh City. With a focus on sustainable socio-economic development coupled with ensuring social security, environmental protection, and social order and safety; building and developing comprehensively, ensuring planning, accelerating urbanization, creating a favorable environment to attract investment, and unleashing internal strengths... striving to bring the commune to comprehensive development and rapid integration in the urbanization process of Vinh City. The overall goal is to achieve an average economic growth rate of 9-10%; economic structure: Trade, services - industry, small-scale handicrafts, construction - agriculture with the following proportions: Industry - Construction: 36.5%; Services: 57.5%; Agriculture: 6%. Average per capita income by the end of the term: 35-40 million VND/year; total budget revenue: 124.4 billion VND...
To achieve and surpass the basic goals and targets set by the Congress, it is necessary to focus on implementing the following important tasks and solutions: In the economic field: Diversify business and service types; encourage individuals and units to invest in several commercial and service centers in the area. Establish appropriate management mechanisms to facilitate trade and commerce at Coi Market and prioritize investment and development of sustainable services such as: accommodation services, medical examination and treatment services, financial services, banking services... Support and create conditions for businesses and individual producers to boldly transform production methods that do not pollute the environment and attract more labor; continue to apply scientific and technological advancements to agricultural production development, focusing on clean agriculture based on replicating effective production models such as: safe vegetable production, mushrooms, flowers, ornamental plants...

Simultaneously, strengthen land management, urban planning, and basic construction. Publicize the approved detailed planning of the commune and state regulations to the people. Develop a land use plan until 2020 for approximately 110 hectares to build roads, social welfare facilities, and plan a new urban area. Strengthen urban order management, build a civilized urban lifestyle, and improve state management of basic construction.
Socio-cultural sector: Focus on investing in infrastructure and improving the quality of teaching and learning. Emphasize both mass and advanced quality education, promote the socialization of education, and ensure the solid universalization of lower secondary education; care for the health sector, provide healthcare for the people, and conduct examinations and treatments at health stations and national health programs. Effectively manage cultural services in the area, building a healthy urban cultural and civilized environment. Implement policies of gratitude and compensation for policy beneficiaries, war invalids, sick soldiers, and those who have contributed to the revolution. Improve employment and promote labor export. Effectively implement national target programs on poverty eradication and social security policies. Strive to reduce the poverty rate to below 1% by 2020.
Throughout this process, the Party Committee has focused on Party building, building a strong political system, fostering unity and cohesion within the Party, and achieving consensus among the people. It has concretized the resolutions of the Party Congress through specific programs and projects, striving to build Hung Loc commune into a comprehensively developed and prosperous area, becoming a shining example in the northeastern region of Vinh City.
