"With skillful mass mobilization, everything will succeed."
(Baonghean) - Mass mobilization is one of the Party's fundamental tasks, strategic in nature, and related to the success or failure of the revolution and the essence of the regime. From its early days, the Party has considered mass mobilization work as one of its top priorities. In line with the rest of the country and adhering closely to the Central Party Committee's guidelines on mass mobilization work, the Nghe An Party Committee has strived to do a good job in mass mobilization.

The 84-year journey of the Party's mass mobilization work also marks the 65th anniversary of President Ho Chi Minh's article "Mass Mobilization." By carefully studying and researching President Ho Chi Minh's article, we gain a fuller and deeper understanding of his thoughts: "The nation is founded on the people," and "Poor mass mobilization leads to poor results in everything. Skillful mass mobilization leads to success in everything." The cause of industrialization and modernization, and international economic integration, is posing new demands, both opportunities and challenges, for mass mobilization work. In practice, mass mobilization work is sometimes neglected in certain places and at certain times. This hinders socio-economic development, in some places diminishes public trust in the Party and government, and even leads to numerous complex issues.
In response to this situation, the 7th Plenum of the Central Committee (11th term) issued Resolution 25-NQ/T.Ư on "Strengthening and renewing the Party's leadership over mass mobilization work in the new situation." To implement the Resolution, the Nghe An Provincial Party Committee promptly developed and issued an Action Program comprising 9 projects, including 2 projects on building models and exemplary cases, promoting the "Skilled Mass Mobilization" emulation movement, and a project on developing a training program on mass mobilization work for cadres trained at the Provincial Political School and district-level political centers.
As a result, the mass mobilization work of Party committees at all levels and the entire political system has been demonstrated in many aspects, with many new, creative, and effective contents and methods, encouraging and motivating a large number of people from all walks of life to trust, agree with, and participate. Party committees at all levels have focused on leading, directing, and organizing the timely dissemination and study of Party directives and resolutions, the regulations on mass mobilization work of the political system; regulations on contact and dialogue with the people; strengthening the inspection and supervision of the implementation of regulations and the results of implementing policies and plans on mass mobilization work; promoting the "Learning and following the moral example of Ho Chi Minh" associated with the "Skilled Mass Mobilization" emulation movement and the National Target Program on building new rural areas. Focus on overcoming shortcomings and limitations after self-criticism in accordance with the spirit of Resolution No. 4 of the Central Committee (11th term).
A noteworthy achievement in the mass mobilization work of Party committees at all levels this year was the effective direction, development, and implementation of the "Regulations on Contact and Dialogue with the People." Following the promulgation of these regulations, the Provincial Party Standing Committee and Party committees from the district to the grassroots level developed plans and assigned responsibilities to Party committee members and Standing Committee members to directly participate in contact and dialogue with the people, promptly addressing their concerns, anxieties, feedback, suggestions, and proposals. Through direct contact and dialogue with the people, many issues of public concern were resolved, especially in areas such as land compensation, policies, and environmental sanitation. These interactions also provided valuable lessons and timely solutions for Party committees and government authorities in their leadership and management.
Party committees at all levels promptly directed the implementation of the "Effective Mass Mobilization" emulation movement and guided the organization of the selection and honoring of exemplary models and examples in the "Effective Mass Mobilization" emulation movement, linked to participation in building new rural areas and "Studying and following the moral example of Ho Chi Minh," with many specific and practical contents. The content of "Effective Mass Mobilization" focuses on key, practical tasks, new and difficult tasks, and pressing and complex issues at the grassroots level. To date, the entire province has registered 2,212 "Effective Mass Mobilization" models, focusing on: land clearance, rural road construction, building the political system at the grassroots level; and effectively implementing grassroots democracy regulations. Along with the "Effective Mass Mobilization" emulation movement, the consolidation and operation of mass mobilization teams in villages, hamlets, and neighborhoods have been given attention and guidance by mass mobilization committees at all levels. To date, all 5833 hamlets, villages, and neighborhoods have established people's mobilization teams, whose activities are gradually becoming more organized and have effectively played their role. Through the activities of these teams, the entire province has mobilized people to donate over 4.5 million square meters of land, 3,599,284 man-days of labor, and 4,024 billion VND for the construction of new rural areas.

The mass mobilization work of the armed forces units has seen many positive changes: Forces are regularly deployed to the field; in the first six months of the year, 860 deployments/10,013 officers were deployed to gather information on the local situation, and the people provided 733 valuable pieces of information. The grassroots democracy regulations were effectively implemented in three aspects: political, military, and economic-financial; the project "Improving the quality of mass mobilization work to contribute to socio-economic development and ensure national defense and security along the western border of Nghe An province in the period 2012-2015" was implemented; and propaganda against illegal migration was carried out for 1,800 households/9,500 people… They also contributed over 1,120 man-days to assist the people in production, fire prevention on 378 hectares, and 316 man-days to mitigate the consequences of natural disasters.
Another important area of activity was religious and ethnic affairs, in which Nghe An province achieved remarkable results this year. With over 250,000 Catholic followers, 88 parishes, 344 congregations, 119 priests, and over 25,000 Buddhist followers with 16 abbots, 35 temples, and 1 Buddhist prayer hall, the lives of people of all religions are relatively stable. Catholics and Buddhists actively participate in patriotic emulation movements, building national unity and "living a good life and practicing virtuous conduct." Authorities at all levels have paid attention to addressing religious needs, organizing training on religious affairs for grassroots officials; Party committees, authorities, and the mass mobilization system have coordinated to resolve 7 cases of violations of religious laws and temporarily stabilize 6 cases. Instructions were given to strengthen propaganda efforts against acts of exploiting the recent situation in the East Sea to incite unrest and protests that disrupt security and order... The Mass Mobilization Department participated in the provincial Party Committee's delegation to survey the political system in the religious areas of Nghi Loc district; continued to participate in the provincial religious affairs delegation to assist Nghi Loc district; coordinated in resolving complex religious-related issues in Nam Dan, Nghi Loc, Yen Thanh districts and Cua Lo town; coordinated in advising on resolving legitimate religious needs in Quynh Luu, Do Luong, Anh Son, and Con Cuong districts... With the view of diversifying forms of mobilizing the people, the Fatherland Front (MTTQ) and mass organizations are constantly innovating in content and methods of operation, better meeting the needs and aspirations of their members.
Based on practical experience and the results achieved in the implementation of mass mobilization work in Nghe An, the following lessons have been learned: First, to successfully complete assigned tasks, mass mobilization cadres must thoroughly understand President Ho Chi Minh's views on mass mobilization work. At the same time, they must closely follow the programs and plans of the Central Mass Mobilization Committee, the Provincial Party Committee, and the committee's own programs to develop rational and scientific implementation plans. They must regularly stay close to the grassroots, understand the thoughts, aspirations, and ideological developments of the people to promptly advise the Party committee and government on solutions. In addition, they must clearly define the responsibilities of mass mobilization work at each level and effectively coordinate the efforts of organizations within the political system. In this, mass mobilization cadres play a central role, acting as the core creating a link between organizations and associations in mobilizing and disseminating information to each member.
