Implementing the targets set by the 8th Party Congress, term 2010 - 2015, in the general difficult conditions, the Party Committee of Le Loi ward united to lead and direct the building of a strong ward. The ward's economy continued to be stable and had steps of development. The average annual economic growth rate increased by 8.3%. From identifying and clearly analyzing the difficulties and advantages in the area, the Party Committee of the ward proposed and implemented synchronous and practical solutions to focus on directing the increase of the proportion of trade and service value in the economic structure associated with building urban civilization. From propaganda, orientation, facilitation and ensuring other conditions such as land, environment, security and order, preferential loan projects... creating conditions for enterprises and individual business households to produce and do business.

Currently, the ward has 194 enterprises, an increase of 44 enterprises compared to the beginning of the term, many enterprises, establishments, and commercial centers are operating effectively. The whole ward has up to 1,555 households producing and trading services. Thanks to that, services - trade increased from 52.2% in 2010 to 61.7% in 2015; industry - construction decreased from 47.7% in 2010 to 32.8%, agriculture decreased to 0.082%. Total budget revenue in the area in 2015 is estimated at 17,650 billion VND, in which the annual growth rate of regular revenue is 6.5%. Total budget expenditure is 62,506 billion VND, in which development investment expenditure is 38,144 billion VND, reaching 72% of the plan, regular expenditure is 24,356 billion VND, reaching 97% of the plan; Poverty reduction work achieved remarkable results, the poverty rate decreased from 1.4% at the beginning of the term to 0.22% compared to the target of 0.7% (exceeding the congress target).

Urban, land and basic construction management are the remarkable achievements that Le Loi ward has achieved in the past term. The implementation of ensuring urban order, environmental sanitation and traffic safety in accordance with the spirit of Directive 05-CT/TH.U of the Vinh City Party Committee was focused on by the Party Committee of the ward; mobilizing people to donate land to open roads, contributing to the good implementation of urban beautification work. The handling of existing problems, obstacles, petitions related to land, violations in land use and granting of land use right certificates to people were actively resolved. The work of investing in basic construction and developing technical infrastructure has made many efforts. During the term, the ward has invested in construction and completed 95 large and small projects with a total investment value of nearly 40 billion VND. The work of mobilizing internal resources to build technical infrastructure achieved high results, with the total mobilized amount reaching 9 billion VND (the congress target was 6.7 billion VND), exceeding the plan by 34%.

The socio-cultural field in the area has many improvements, especially education. School facilities have been upgraded. The two primary and secondary schools have maintained national standards, the secondary school has been recognized as meeting level 3 education quality assessment standards. All schools have achieved the title of excellent advanced schools, are among the top schools in the city and have been awarded Certificates of Merit by the Prime Minister. The ward has always achieved the title of excellent advanced in education.

In terms of security and order, Le Loi ward is identified as a complicated area, especially in terms of drugs, but thanks to the drastic participation of the Party Committee, the government and mass organizations, promoting the high role and responsibility of the security forces, the security and order situation, social safety is stable, no serious crimes or hot spots occur. Crime prevention and control work, the fight to clarify criminal cases reached 80-85%, social evils were restrained and pushed back; the movement of the whole people to protect the national security of the ward was awarded a Certificate of Merit by the Ministry of Public Security and the Provincial People's Committee.

Le Loi Ward Party Committee has 22 affiliated Party cells and 850 Party members; in the past term, the Party Committee of the ward has implemented a constantly innovative leadership method in the direction of: Promoting the responsibility of the leader, assigning clear responsibilities to people and tasks; focusing on Party cells and residential blocks, promoting the pioneering and exemplary role of Party members; building practical resolutions. The Party Committee has been serious in evaluating cadres, improving the quality of planning resources, especially promising young cadres; promoting training, fostering, arranging, promoting, using cadres... creating positive changes in the activities of the People's Committee, the Fatherland Front and mass organizations. Hot, sensitive issues, issues of concern to the people have been focused on by the Party Committee and the government, such as: coordinating with the city to resolve complaints about Ga market, completing the settlement of the F19 collective housing area; Coordinate with the province and city to resolve complicated and prolonged petitions... The Party Committee has achieved the title of exemplary Clean and Strong for 5 consecutive years, and was awarded a flag by the Provincial Party Committee; the ward was honored to receive the Third Class Labor Medal from the President and many certificates of merit from all levels and sectors.

Carrying out the tasks of the 2010-2015 term, the Party Committee of Le Loi Ward determined to continue to focus on exploiting the potential and strengths to build Le Loi Ward to be politically stable, ensure social order and safety, develop rapidly and sustainably and become one of the leading units of the city, contributing to building Vinh City into the center of the North Central region in 10 areas in the spirit of Resolution 26 of the Politburo.
