* The Party Committee of the Military Command of Quynh Luu District held its 8th Congress for the 2015-2020 term. Attending and directing the Congress was Colonel Luong Hong Phong - Deputy Secretary of the Provincial Military Party Committee and Political Commissar of the Provincial Military Command.

During the past term, under the leadership of the Provincial Military Party Committee, and directly the District Party Committee and the District People's Committee, the Quỳnh Lưu District Military Party Committee effectively implemented the resolutions of the 7th District Military Party Congress, achieving significant results. The Military Party Committee consistently provided effective advice to the Party Committee and the government, ensuring the timely issuance of documents and directives on leadership and guidance for the implementation of local defense and military tasks annually, closely aligned with the practical situation.

To date, the unit has organized drills for localities throughout the district; built a "strong and widespread" militia force, with the militia ratio reaching 1.07% of the population, and the percentage of Party members in the militia reaching 27%, an increase of 2% compared to the previous term; built a reserve mobilization force, and arranged and assigned it to units according to regulations. Military training and political education for all personnel have been completed, with 100% of participants achieving good or excellent results, including 75% achieving good or excellent grades. During the past term, the unit has reviewed, approved, and submitted over 16,500 dossiers to higher authorities and disbursed funds to over 14,000 individuals under Government Decisions 142 and 62, totaling nearly 60 billion VND.

During its term, the Party Committee allocated 8.3 million VND from the "Personal Savings for the Needy" fund to purchase and donate medical equipment to pharmacies and bicycles to poor students. In addition, it mobilized nearly 1,000 man-days of labor from soldiers and militia to participate in building new rural areas. The Party Committee consistently promoted the study and emulation of Ho Chi Minh's moral example in accordance with the spirit of Directive 03 of the Politburo.

Building on the achievements of the previous term, the congress has set forth the general direction and objectives for the next term, which is to focus on leading the development of a strong armed force in the district, robust in politics, ideology, and organization, with high combat capabilities, ready to successfully cope with all situations, and maintaining political stability in the area; serving as the core force in building a strong national defense system and a solid district defense zone. The unit will be comprehensively strong, the military Party committee will be clean, strong, and exemplary, and will excellently fulfill all assigned tasks.

After two days of urgent and serious work, the Party Congress of the Quynh Luu District Military Command for the 2015-2020 term has completed its planned agenda. The Congress elected the Executive Committee of the District Military Command Party Committee for the 2015-2020 term; and elected the delegation to attend the 27th District Party Congress, 2015-2020 term.

* On April 16, 2015, the Party Committee of Thanh Chuong District Irrigation Company Limited held its 10th Congress for the 2015-2020 term.

Overview of the Congress

During the past term, the Company has achieved many outstanding results, including: Capital management and development were highly appreciated by the provincial finance department; irrigation and basic construction were identified as key tasks, with close supervision and specific planning based on irrigated area, and effective management coupled with regular maintenance, repair, and upkeep of works tailored to the detailed realities of each season and year. The Company attracted investment capital and leveraged the support of various departments and agencies to implement the construction and repair of canals, reservoirs, and dams, creating favorable conditions for farmers to produce more proactively and increasing the irrigated area. Party building was also given attention and regularly strengthened, contributing to improving the material and spiritual lives of the Company's employees.

The Congress voted and unanimously approved the main directions and tasks for the 2015-2020 term; elected 5 comrades to the new Executive Committee and elected delegates to attend the 30th District Party Congress.

During the past term, the economy achieved comprehensive and sustainable development, with structural transformation moving in the right direction, gradually reducing the proportion of agriculture and rapidly increasing the proportion of services, trade, and handicrafts. The average annual economic growth rate reached 11.13%. Per capita income increased from VND 23.87 million/person/year in 2010 to VND 34 million/person/year. Annual budget revenue met and exceeded targets. Social and cultural work saw many positive developments, with 7 out of 10 sectors achieving the status of "cultural unit". The quality of education in schools has been continuously improved, with primary schools achieving national standard level 2, kindergartens level 1, and health stations level 1. The poverty rate decreased from 2.67% to 1.69%. Social welfare work received attention, and urban beautification efforts were increasingly improved. The green space system, lighting, and military and national defense work achieved excellent results and were recognized as "victory units" annually. Public order and security in the area are stable.

Objectives and tasks for 2015-2020: To maximize internal resources and the strength of national unity to create transformation in all fields. To accelerate economic development, effectively utilize and promote resources, ensure strong national defense and security, build a healthy cultural life, and reduce the poverty rate to 0.19%.

Economic targets for 2020: Production value from 240 to 260 billion VND. Average annual growth rate of 9-11%, average per capita income of 55-60 million VND/year, budget revenue increase of 30-35%, striving for the Party Committee to achieve the status of "clean, strong and exemplary," and the Fatherland Front and mass organizations to achieve outstanding performance.
