Quynh Bang (Quynh Luu): High determination in the new term.

(Baonghean) - Quynh Bang is a coastal commune, with agricultural land divided into two zones: a rice-growing zone and a vegetable-growing zone… The Mai Giang River, originating from a branch of the Hoang Mai River, runs through the commune. It serves as a vital waterway for aquaculture and has historically been a significant transportation route.

Leveraging its natural potential and advantages, in addition to cultivating crops, Quynh Bang is famous for its shrimp farming fields. Comrade Ho Dang Thanh, Secretary of the Commune Party Committee, stated: “With the guidance and support from higher levels, and utilizing new conditions and resources, opportunities have been created for people to develop their economy, improve their living standards, and enhance their sense of civic responsibility. The Party Committee has upheld the tradition of unity and solidarity, the staff is more responsible and collaborative, there has been no corruption or waste within the unit, and it has gained the trust, support, and approval of the people… Therefore, in the past term, the Commune Party Committee achieved outstanding results, with 17 out of 23 targets set by the Party Congress being met or exceeded; the commune has achieved 15 out of 19 criteria for new rural development.”

In implementing the Resolution of the 26th Party Congress of Quynh Bang District, term 2010-2015, the Party Committee of Quynh Bang District seriously implemented the three key programs set forth by the Congress; and decided to establish three Steering Committees to organize the implementation of the key programs of the Congress. Annual reports on the results of the assigned key tasks are submitted, and the Executive Committee provides feedback to ensure the successful implementation of the programs.

Specifically, the program focuses on shifting the crop structure, improving production efficiency, and bringing the average income per unit area to 100 million VND/ha/year or more, reaching 124 million VND per hectare by the end of the term, exceeding the target; the program improves the quality of education, building and maintaining the title of national standard schools, improving the quality of advanced education, and making significant progress in general education. The infrastructure of the three schools has been developed, basically ensuring adequate learning conditions for students. However, the program to promote and develop coastal tourism, linked with building criteria for Quynh Bang to soon become a town, has only achieved about 70% so far. The slow development of tourism has affected the results of services and trade.

Efforts to mobilize domestic resources and attract investment have yielded good results, leading to rapid infrastructure development. A total of 45,875.8 million VND has been invested in the construction of roads, schools, and health stations. Agricultural land improvement has also received attention, especially since the launch of the New Rural Development movement. People's lives have changed significantly, and their material and spiritual well-being has improved. Awareness of economic development and income enhancement through service industries has increased, resulting in a rapid increase in the number of workers in these sectors, estimated at 25% of the total employed workforce. This is a correct direction, leading to a greater diversity of occupations and a wider variety of goods.

Alongside economic activities, the "National Unity for Building a Culturally Rich Life" movement has always been enthusiastically embraced by the people, employing various mobilization methods and yielding many positive results. In addition to improving the quality of education, the commune has strengthened the infrastructure of the health station to improve primary healthcare for the people. In 2013, the commune was recognized as meeting national criteria for healthcare. The population collaborators have done a good job in their duties, including on-call duty, meetings, consultations, and disseminating information to the people regarding population and family planning policies and the Government's Project 52 on population control in coastal and island areas for the period 2010-2020.

Policies and regulations have been fully implemented from deployment to payment, targeting the correct beneficiaries. Annually, the Party Committee, government, and mass organizations pay attention to policy beneficiary families and poor households, visiting and giving gifts on holidays and Tet (Lunar New Year), and providing timely assistance during difficult times. They coordinate with the Social Policy Bank to ensure these beneficiaries can access loans for production development, poverty alleviation, or to create opportunities for their children's education; currently, the outstanding loan balance at the Social Policy Bank is over 17 billion VND. Efforts have been actively made to promote overseas labor export, with an additional 20 young people going to work abroad each year, bringing the total number of young people working overseas to 137, meeting the set target. Party building work has been emphasized and effectively implemented; the government, the Fatherland Front, and mass organizations have excellently fulfilled their tasks; during the term, the Party Committee achieved the "clean and strong" status for four years (including three years of excellent performance and one year of good performance).

For the 2015-2020 term, the Party Committee of Quynh Bang commune set the goal of actively applying science and technology to production, introducing new, high-yield and efficient plant and animal varieties to replace outdated traditional ones. It aimed to develop and exploit existing potential and local advantages, especially tourism and aquaculture, to create jobs, diversify income, accelerate socio-economic development, and improve people's lives. The goal was to achieve an average economic growth rate of 9.63%; a total production value (at 2010 constant prices) of 526,906 million VND, an average increase of 10.98%; annual budget revenue increasing by 5-6% compared to the state-assigned target; total social investment for the 2016-2020 period reaching 123,603 million VND, including 29,600 million VND in public investment. The percentage of culturally exemplary families was targeted at 84%. Three schools meet national standards; birth rate is 22‰...; maintaining and promoting the traditions of a Heroic Unit of the People's Armed Forces, promoting unity and development, practicing democracy, upholding discipline, innovating, and demonstrating high determination in fulfilling the political tasks set forth by the new term's congress; striving for the Party Committee and government to excellently complete their tasks, the Fatherland Front and mass organizations to achieve the highest titles, and the police and military to achieve decisive victory... gradually building Quynh Bang into a prosperous, democratic, and civilized commune.
