Strengthening the settlement of projects using state capital

(Baonghean.vn) - On the afternoon of October 6, the People's Committee of Nghe An province held a conference to review the implementation of Directive No. 27/CT-TTg dated December 27, 2013 of the Prime Minister on promoting the settlement of investment capital for completed projects using state capital in the province. Comrade Thai Van Hang - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the conference. Attending the conference were representatives of departments, branches, sectors; People's Committees of districts, cities and towns in the province.

Overview of the conference

On April 25, 2014, the Provincial People's Committee issued Decision No. 1738/QD-UBND promulgating the plan to implement Directive No. 27/CT-TTg at departments, branches, sectors and districts, towns and cities. The Department of Finance coordinated with the State Treasury to compile a list of completed works from December 31, 2013 onwards in the whole province that have not yet been settled, and at the same time announced the list of unsettled works to relevant levels and sectors to carry out the work of preparing settlement dossiers...

Up to now, through reviewing the total list of unsettled projects (according to the report of the State Treasury) in the province is 3,380 projects, of which 160 are unfinished and have duplicate statistics; 1,594 projects have approved settlement; 1,626 completed projects have not been settled (including 624 projects that have submitted settlement documents to competent authorities and 1,002 projects that have not prepared settlement documents to submit to competent authorities for settlement).

During the implementation of Directive No. 27/CT-TTg, the results of the appraisal and approval of the final settlement of completed projects in the first 9 months of 2014 in the whole province were higher than in 2013. At the provincial level, the number of projects appraised and approved reached 143%, the approved completed investment cost reached 130.7%. At the district level, the number of projects appraised and approved reached 137%, the approved completed investment cost reached 155.29%; some districts, cities and towns had higher appraisal results than in 2013 such as Anh Son with 143/37 projects, Vinh City with 147/132, Thanh Chuong with 142/115... However, in some districts, the implementation of Directive No. 27/CT-TTg was not drastic, the results were lower than in 2013.

After listening to the leaders of a number of departments, branches and localities reporting on the implementation of Directive No. 27/CT-TTg, Comrade Thai Van Hang - Vice Chairman of the Provincial People's Committee acknowledged the positive changes in the settlement of investment capital for completed projects using state capital in Nghe An province according to Directive No. 27/CT-TTg, and at the same time requested departments, branches, branches and localities in the coming time to seriously implement Directive No. 27/CT-TTg and Decision No. 1738/QD-UBND; units that are slow in settlement will be announced in the mass media; continue to clarify the reasons for projects that do not prepare settlement records to find solutions; when approving settlement, request the People's Committees of districts to send reports to the State Treasury at the same level and remind investors to complete settlement procedures; continue to check and review projects and conduct reconciliation with the State Treasury...
