May 28: Grassroots Party Congress for the 2015-2020 term

(Baonghean.vn) - On May 28, agencies and units in the province held the Party Congress for the 2015-2020 term.

Nghi Hop Commune (Nghi Loc):On the morning of May 28, 2015, Nghi Nghi Hop commune held the 30th Party Congress, term 2015 - 2020. Attending and directing the Congress were comrades in the Nghi Loc District Party Committee Executive Committee and 120 party members representing 250 party members in the entire Party Committee.

Overview of the Congress.

During the past term, under the leadership of the Party Committee of the commune, cadres, party members and people of Nghi Hop commune promoted the tradition of solidarity, overcame all difficulties, innovated, strived to rise up and organized the comprehensive completion of the goals and tasks set out in the Resolution of the 29th Congress.

By the end of the term, the total production value is estimated to reach nearly 100 billion VND, meeting the target set by the Resolution, of which the agriculture and fishery sector reached 25 billion VND, accounting for 88.5%, accounting for 32.7%, the construction industry reached 49.8 billion VND, accounting for 32%, trade and services reached 31 billion VND, accounting for 34.9 billion VND, the average income per capita reached 29 million VND/person/year. The average annual economic growth rate reached 11.7%. The cultural and social sectors had many positive changes. Political security and social order and safety were maintained.

The Party Committee always enhances the leadership role and the fighting strength of the Party every year always achieves the title of "Stronghold". The work of building new rural areas is given attention. From the State's capital and mobilizing people's contributions of over 15 billion VND to invest in building rural roads, schools, cultural houses, rural markets... striving to become a commune meeting new rural standards by the end of 2016.

Overview of the Congress

The most outstanding mark in the last term of the Dien Lien Commune Party Committee is that the proportion of commercial services accounts for over 55%. Total social income reached 131 billion VND, 2 times higher than at the beginning of the term. The whole commune has 330 hectares of fields with an income of over 100 million VND/ha/year.

Over the past 5 years, Dien Lien has invested 24.3 billion VND in building roads, canals and classrooms for kindergartens and primary schools. The whole commune has 9/11 hamlets and 4 units achieving the cultural title, the rate of cultural families is 87%, the number of poor households is only 4.16%. Regarding Party building work, the Party Committee has maintained the title of Strong Party Committee for 5 consecutive years.

At the Congress, Dien Lien Party Committee set out 26 targets in various fields to be implemented, striving for 60% of the rice fields to have an income of over 100 million VND/ha/year by 2020; budget revenue to reach 100%, and complete the new rural commune by 2016. Continuing to maintain the title of a strong Party Committee, the activities of the Front and mass organizations always achieve excellent completion of their tasks.

Overview of the Congress

During the past term, the Party Committee of Hung Dong commune led the unit to achieve and exceed the targets set by the Congress Resolution. The most outstanding result was the construction of the commune to meet new rural standards one year ahead of schedule. The commune mobilized resources of over 111 billion VND to build 43 technical infrastructure projects to serve socio-economic development. Of which, people contributed more than 31 billion VND and nearly 7,600m2 of land. Up to now, the local infrastructure is quite synchronous, contributing to promoting socio-economic development. * Tam Hop Commune (Quy Hop):On May 27 and 28, 2015, the Party Committee of Tam Hop commune, Quy Hop district held the 23rd Party Congress of the commune, term 2015-2020.

Overview of the Congress

Comrade Vo Thi Minh Sinh, Chairman of the People's Committee of Quy Hop district, and 174 official delegates representing 391 party members in the whole commune attended the congress.

During the past term, the total value of intra-communal income reached nearly 262 billion VND, an increase of 165% compared to 2010. Of which, the value of agricultural and forestry production reached more than 84.2 billion VND, an increase of 85%, the value of industrial and handicraft production reached more than 76.5 billion VND, an increase of 96%. Commercial services reached nearly 101 billion VND, an increase of 237%. The average annual economic growth was 13%. The average income per capita in 2014 reached 19.2 million VND, and is expected to reach more than 20.7 million VND/year in 2015. Total budget revenue reached more than 8 billion VND, an increase of 151% compared to 2010, of which revenue in the area reached more than 1.7 billion VND, an increase of 38.4%.

Social culture is taken care of. Currently, the rate of cultural families in Tam Hop is 85.4%, an increase of 15.5% compared to 2010. There are 17 hamlets and 4 schools achieving cultural units, 2/4 schools achieving national standards level 1. The annual graduation rate is 96-98%. The rate of children with malnutrition is 19.7%. The rate of poor households has decreased to 9.8%, a decrease of 7.8% compared to 2010.

Implementing the national target program on new rural construction, Tam Hop is one of the 5 pilot communes of Quy Hop district. During the last term, the total budget for new rural construction in Tam Hop commune was nearly 30 billion VND, of which more than 13 billion VND was mobilized from the people, the commune achieved 15/19 new rural criteria. The work of building the Party, government, Fatherland Front and mass organizations was focused on, promoting political education for party members and cadres. The organization of party building is increasingly strong. Through the 2014 classification, 83.3% of party cells achieved strong, of which 20% of party cells achieved average strong, no weak party cells.

At the congress, delegates focused on discussing the results achieved and pointed out the existing causes and shortcomings that need to be overcome in the past term in order to achieve higher results in the next term.

In the 2015-2020 term, the Party Committee of Tam Hop Commune, Quy Hop will strive to bring the total value of internal income to 590 billion VND. The average annual economic growth is 10-13%. The average income per capita reaches 40.6 million VND/year. The annual revenue growth rate is 8-10%. The poverty rate has decreased to 3%. By the end of 2015, 19 criteria on building a new rural area will be achieved. Strive to maintain the title of a strong Party Committee every year.

The Congress elected 15 comrades to the Party Committee of the commune, term XXIII, 2015-2020, and elected 6 delegates to attend the Party Congress of Quy Hop district, term XX.

* Thanh Chuong Town:Attending the Thanh Chuong Town Party Congress for the 2015-2020 term were 183 delegates, representing more than 550 party members in the entire Party Committee.

Overview of the Congress.

During the past term, the Party Committee and people of Nghi Lam have overcome all difficulties and achieved many results in many fields. The economy continued to grow well, the economic structure shifted in the right direction. The average income per capita is estimated at 31 million VND/year. The poverty rate decreased from 18.6% in 2010 to 4.07% in 2015. The cultural and social fields have made progress.

Up to now, 21/23 hamlets and units have been recognized as cultural. The rate of cultural families is over 85%. Political security and social order and safety are ensured. Party building work is focused on, the Fatherland Front and mass organizations are regularly consolidated and the quality of their activities is improved.

The Congress focused on discussing and analyzing the shortcomings and limitations of the past term, drawing lessons and agreeing on goals and solutions to achieve the Party's general goals for the 2015-2020 term.

Accordingly, in the coming term, Nghi Lam will continue to improve the capacity and fighting strength of the Party Committee, mobilize all social resources, and focus on implementing the national target program on new rural construction.
