* On April 25th, the Party Committee of Que Son commune (Que Phong district) held its 22nd congress for the 2015-2020 term.

Overview of the Congress

During the past term, the Party Committee of Que Son commune successfully led the people in achieving the goals of the Party Congress resolution. Economic, cultural, social, national defense, security, and Party building work have seen significant progress. The economic structure has shifted in the right direction, with economic growth rates increasing year after year. Average per capita food production reached 255 kg/year, achieving 103% of the target. The poverty rate has decreased, and people's lives have improved.

The commune encourages the development of various service sectors, promotes livestock and poultry farming, establishes a cooperative for processing bamboo, and creates jobs for local workers.

Regarding Party building work, 51 new Party members were admitted during the past term. Criticism and self-criticism within the Party were effectively implemented in accordance with the spirit of Resolution No. 4 of the 11th Central Committee. The government, the Fatherland Front, and other mass organizations were rated as having successfully completed their tasks. The Party Committee achieved the status of being clean and strong.

The congress heard three presentations from three party branches on promoting the pioneering role of party members in building new rural areas, on the work of building schools to meet national standards, and on mass mobilization work in the new era.

The congress elected a new Executive Committee of 15 members and selected 8 outstanding party members to attend the 21st District Party Congress in May.

Overview of the Party Congress of Nghia My Commune

During the 2010-2015 term, Nghia My commune basically completed its socio-economic targets. The economy developed sustainably, with an average growth rate of 21.8%; total production value reached 41.501 million VND, exceeding the target set in the congress resolution by 2.41 times; and per capita production value reached 43.6 million VND, exceeding the target set in the resolution by 2.18 times. A highlight of the term was Nghia My commune's successful completion of the new rural development program, becoming the first commune in the town to achieve this goal in 2014, with a total resource of 213.962 billion VND.

Cultural, artistic, and sports activities are widespread; healthcare is always given attention. Social welfare is taken care of; the poverty rate has decreased to 4.78%. National defense and security are maintained, and social order and safety are ensured. Party building work is strengthened, creating internal unity and high consensus among the people.

With the goal of becoming a comprehensively and sustainably developed commune, ranking among the top in Thai Hoa town by 2020, the Congress unanimously agreed on the following key targets: an average economic growth rate of 11%; total production value exceeding 254 billion VND; average per capita production value exceeding 47 million VND/year; budget revenue reaching 8.8 billion VND by 2020; poverty rate below 1.5%; and the commune meeting the National Criteria for Health in the 2012-2020 period. The Party Committee is expected to achieve the titles of "Successfully Completed Tasks" and "Clean and Strong" annually.

Overview of the Congress

During the past term, the Party Committee of the Yen Thanh District Military Command thoroughly grasped the Party's viewpoints and guidelines, and the State's laws on local defense and military tasks in the new situation. They successfully carried out the recruitment of citizens for military service, handing over 1,415 young men of eligible age to various units. The work of educating and training individuals in national defense knowledge was well implemented; and the entitlements and policies for 13,776 individuals under Decision No. 142 and Decision No. 62 were promptly addressed, totaling 30.7 billion VND. During the term, 17 houses of gratitude and houses for comrades were also built, costing over 850 million VND.

Speaking at the Congress, Lieutenant Colonel Duong Minh Hien - Deputy Commander of the Provincial Military Command - acknowledged and highly appreciated the achievements of the Yen Thanh District Military Party Committee in the past term. Delegates attending the Congress

During the past term, the Party Committee and people of Lang Son have united and overcome all difficulties to achieve many successes: The economy has grown annually at 10.8%. Average income increased from 13.8 million VND in 2011 to 17 million VND in 2014. Average per capita food production reached 435 kg. To date, 99% of businesses in the district have implemented electronic tax declarations, with 218 businesses successfully registering and paying taxes electronically, achieving 110% of the plan.
