Guidelines for the campaign to support victims of Agent Orange/dioxin.

In accordance with Notice of Conclusion No. 292/TB-TƯ dated December 18, 2009, of the Central Party Secretariat on "Addressing the consequences of Agent Orange/dioxin caused by the US during the war and the work of caring for and assisting Agent Orange/dioxin victims," ​​and Official Letter No. 3112/CV-TU dated June 5, 2014, of the Provincial Party Committee, and Official Letter No. 7107/UBND-11H dated September 26, 2014, of the Provincial People's Committee, the Provincial Association of Agent Orange/Dioxin Victims provides the following guidance:

1. Regarding procedures, relevant documents on propaganda and mobilization are attached to this guideline. The Association of Victims of Agent Orange/Dioxin and the Standing Committee of the Fatherland Front at all levels should study and understand these documents thoroughly in order to disseminate them to members and other segments of society.

2. Regarding the target group for fundraising: The entire population, with a focus on mobilizing civil servants, public employees, retired officials, businesses, armed forces, schools, hospitals, philanthropists, etc. (excluding poor households and families receiving preferential treatment who are facing difficulties).

3. Level of effort and striving:

- Officials, civil servants, and members of the armed forces are encouraged to donate at least half a day's basic salary.

- Pensioners: 20,000 VND/person

- The people contribute 5,000 - 10,000 VND per household.

- Businesses and other individuals can contribute according to their ability and generosity (money or goods).

4. The collected funds will be deposited into the District-level Association of Victims of Agent Orange/Dioxin, which will then be consolidated by the districts, cities, and towns and transferred to the provincial account of the Agent Orange/Dioxin Victims Fund No. 51010000257186 at the Investment and Development Joint Stock Bank of Nghe An Province. Simultaneously, the results will be reported to the Provincial Fatherland Front (through the Movement Department) and the Provincial Association of Victims of Agent Orange/Dioxin for compilation, reporting, and presentation to the provincial leadership. Provincial departments, agencies, organizations, and units will also directly deposit funds into the above account.

5. At the district level, 30% of the funds raised will be retained by the association for management and use in supporting, assisting, and visiting victims as stipulated.

6. Funding for propaganda and mobilization activities will be allocated from 6% of the funds raised at all levels of the association for printing materials, organizing implementation meetings, summarizing results, and awarding prizes as stipulated by the Provincial People's Committee issued on August 13, 2007.

7. The implementation period started in October 2014, and the province will hold a summary meeting in December 2014.
