The discussions clarified many socio-economic issues of concern to the people.
(Baonghean.vn) - Continuing the morning session on December 11th, the 13th session of the 16th Provincial People's Council heard a summary of group discussions and continued the discussion in the plenary hall.
Comrades Tran Hong Chau – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Son - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; and Tran Van Mao - Standing Member of the Provincial People's Council presided over the session.
Attending the session were comrades Ho Duc Phoc - Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; National Assembly delegates from Nghe An province; comrades in the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee; representatives of leaders of provincial departments, agencies and district-level leaders.

Before the plenary session began, Comrade Nguyen Thi Kim Chi, on behalf of the session secretary, presented a summary report of the group discussions held yesterday afternoon (December 10th). In a spirit of democracy, frankness, and responsibility, 68 delegates from the 8 discussion groups participated, focusing on evaluating the socio-economic situation in 2014; and the presentations and draft resolutions submitted at this 13th session. Many issues were analyzed, their causes clarified, and solutions proposed, with a particular emphasis on the efficiency of land use in agricultural and forestry farms; the cumbersome nature of agricultural support policies; and the development of new rural areas in difficult mountainous regions.

Opening the discussion session in the assembly hall, on behalf of the presiding officer, Vice Chairman of the Provincial People's Council Nguyen Xuan Son requested that the delegates focus their intellect, uphold their responsibilities, and contribute to the reports, presentations, and draft resolutions submitted at the session. In particular, they should focus on assessing the difficulties and limitations in implementing socio-economic tasks in 2014, proposing solutions to address each challenging issue, and ultimately agreeing on measures for 2015.
Comrade Nguyen Xuan Son emphasized: In addition to the responsibilities of the provincial People's Council delegates, we hope that delegates from provincial and district-level departments and agencies will also participate in the discussions. Each voter wants the delegates they directly elected to voice their opinions at the council meetings, therefore, we urge all delegates to actively participate and offer their opinions.

During the plenary session, 16 provincial People's Council delegates participated in discussions, raising, reflecting on, and clarifying over 50 issues. The issues of greatest concern to many delegates were agriculture, rural areas, and farmers, including shortcomings in agricultural support policies and cumbersome procedures; and inadequate management of seed quality and pesticides. The target of 67 communes achieving new rural standards by 2015 was deemed too high, requiring more specific and decisive solutions, especially in mountainous areas. The application of science to agricultural production and processing of agricultural products remains limited, leading to low agricultural production efficiency.

Regarding the field of education and training, many delegates expressed concern about the difficulty in achieving the national standard for school construction; the surplus of teachers; and the need to train high-quality human resources for the province based on graduating students with excellent grades to ensure a high-quality workforce from the outset. Some delegates also suggested that the province needs a solution to definitively resolve the issue of repaying the initial investment capital for rural electricity infrastructure to the people.

Investment support policies, particularly those supporting businesses investing in agriculture, need binding mechanisms to ensure farmers indirectly benefit from these policies. Policies regarding housing for war veterans and the poor, as well as support for victims of Agent Orange and former Youth Volunteers, were also discussed and clarified. Delegates also requested clarification on the reasons for low achievement of some targets and expressed concerns about the high socio-economic targets set for 2015, demanding decisive solutions. The presentations and draft resolutions submitted to the session were also discussed in detail.
