(Baonghean) - During the 2010-2015 term, the Party Committee and people of Tan Son commune (Do Luong district) united to overcome difficulties and achieved many results in various fields: economy, culture and society; national defense and security. Throughout this process, the commune's Party Committee focused on Party building and building a strong political system to meet development requirements.

During the 2010-2015 term, Tan Son commune achieved an average annual growth rate of 12%. Economic sectors developed fairly evenly, shifting towards a decrease in the proportion of agriculture and forestry and a gradual increase in the proportion of small-scale industries. Regarding agricultural, forestry, and fisheries production, thanks to the restructuring of crops and livestock, aquaculture, and the application of scientific and technological advancements, the total production value increased from 32.6 billion VND (2010) to 52 billion VND (2014).

Small-scale industries have undergone significant changes, with the development of sectors such as carpentry, construction, mechanical processing, and noodle making contributing to job creation and increased income for workers. The commune has established two craft villages: a noodle-making village in Thuong Cat and a carpentry village in Trung Hau, and is striving to have one more craft village recognized in Hamlet 14 by 2015. Along with economic development, families in the commune have invested in transportation services, currently owning over 33 trucks of various types and nearly 29 excavators serving construction projects.

In the construction sector, the past term has mobilized 43 billion VND to build welfare projects, such as upgrading 3 reservoirs and dams to ensure safety during storm and flood seasons, constructing 5.5 km of asphalt roads; 8.5 km of concrete roads; and 1.6 km of concrete canals. Construction includes building office buildings, health stations, multi-story kindergartens, upgrading and renovating primary and secondary schools, constructing 4 village cultural centers, and maintaining a stable lighting system in residential areas. In particular, the construction of a high-voltage power line is underway, gradually developing Tan Son commune to meet all the criteria to become a town.

Over the past three years of implementing the National Target Program on New Rural Development, the commune has mobilized resources from the people. Many officials, Party members, and their families have donated land, contributed money, and provided labor to build welfare facilities to serve the cultural and spiritual lives of the people. In 2014, the commune completed 13 criteria and strived to complete all 19 criteria for New Rural Development by the end of 2015.

The socio-cultural sectors also have favorable conditions for development. During the past term, Tan Son commune had 84.5% of households meeting cultural standards, with one additional village and four clans recognized as culturally advanced at the district level, and 100% of hamlets having cultural facilities. Education and training received attention; over the past five years, 149 students passed university entrance exams, with many achieving excellent student awards at the district, provincial, and national levels. The school system has been upgraded and modernized. The number of poor households decreased to only 3.38% by 2014.

Over the years, the Party Committee of Tan Son commune has identified political and ideological education and propaganda as a crucial task. In conjunction with implementing directives and resolutions at all levels, cadres and Party members have intensified the "Study and follow the moral example of Ho Chi Minh." Throughout this process, the Party Committee has focused on inspection and supervision, improving the quality of grassroots Party organizations and the quality of Party members.

To achieve these accomplishments, the Tan Son Commune Party Committee has drawn the following lessons learned: Firstly, it is essential to firmly grasp and creatively apply the Party's resolutions to the specific conditions of the locality, formulating mechanisms and policies for socio-economic development that are appropriate to the actual situation of the commune. Secondly, it is crucial to promote the responsibility of leaders and the pioneering and exemplary role of cadres and Party members. Regular inspections and periodic reviews should be conducted to commend good examples and good deeds. Thirdly, the quality of Party committee and branch meetings should be improved to foster high unity and cohesion within the Party, and the ideological situation of cadres, Party members, and public opinion should be monitored regularly to implement timely solutions. Fourthly, it is crucial to effectively implement the working regulations and grassroots democracy regulations, focusing on building a team of cadres with high responsibility, competence, and ethical conduct, who prioritize the collective interest and the people's rights above personal interests.

During the 2015-2020 term, the Tan Son Commune Party Committee identified the following priorities: continuing the transformation of economic models towards a market-oriented approach; implementing the roadmap for building Tan Son Town according to the approved plan; developing commercial services; effectively implementing the resolutions of the Party Congress at all levels in conjunction with the implementation of the national target program on building new rural areas; improving the lives of the people; building a strong political system; and achieving the status of a clean and strong Party Committee annually. The goal is to achieve a total grain production of 3,700 tons, a budget revenue of 10-12 billion VND/year; and a total capital mobilization for construction investment of 100-110 billion VND. Regarding the socio-cultural field, by 2020, the percentage of hamlets meeting cultural standards will reach 70-75%, the percentage of culturally exemplary families will exceed 85%, the construction of a national standard kindergarten (level 2) will be completed, and the poverty rate will be below 2%…

Building upon the traditions of the Heroic Labor Homeland during the period of reform, in the 2015-2020 term, the Tan Son Commune Party Committee continues to enhance its leadership capacity and fighting strength; promote the strength of the great national unity, focus on building the economy, culture and society, maintaining national defense and security, and building a strong political system. It strives to complete the goal of building a new rural area by 2015 and meet the conditions to be recognized as a town by 2020.
