The latest positive step allows Cuba to operate in many areas in the United States, including banking.
President Barack Obama announced a historic thaw in relations with Cuba last December. However, the US trade embargo against its neighbor remains in place and will only end with congressional approval.
The US State Department said President Obama notified Congress of his intention to remove Cuba from the "blacklist" on April 14. According to regulations, lawmakers have 45 days to discuss his decision - the deadline is May 29.
