(Baonghean.vn) - Entering the second working day, the Spring Economic Forum with the theme "Improving the investment and business environment: turning words into actions" co-organized by the National Assembly Economic Committee, Vietnam Chamber of Commerce and Industry, Nghe An Provincial Party Committee focused on discussing the main content of the Forum.

Opening the morning session on April 22, Dr. Tran Dinh Cung, Director of the Central Institute for Economic Management, gave a speech on the Overview of the process of improving the investment and business environment in Vietnam since the renovation until now.

According to the doctor, Vietnam is following the path of developing a market economy with State guidance. Currently, enterprises are free to negotiate in the market. However, there are still many bottlenecks and institutional bottlenecks that slow down the economic reform process that is currently unfinished in Vietnam. Although transactions are free, they are not really fair, not convenient, have high costs, high risks, and lack fair and transparent competition, distorting the market. The weakest link today is market order. The main reason is that the State is overwhelming the private sector. According to Dr. Nguyen Dinh Cung, the cause of the above bottlenecks lies on the State side.

“It can be said that the reforms over the past 30 years in Vietnam have mainly focused on reducing and narrowing the role and functions of the State, without fundamentally innovating the organizational structure of the State apparatus; without fundamentally changing the thinking about the market economy and the role of the State in the market economy,” the Director of CIEM concluded.

The first recommendation of this expert on institutional reform is to renew awareness and clarify the connotation of some basic concepts of the next reform process. The top priority is the concept of "socialist-oriented market economy". This is a concept that is used frequently and continuously, but the connotation of the concept is unclear and inconsistent; and what is explained related to this concept is no longer appropriate..., Mr. Cung commented.

Considering that the second wave of innovation has become very necessary, the Director of CIEM also emphasized that the second innovation is much more difficult than the first innovation 30 years ago. However, "although difficult and full of challenges, the second innovation has become an order, it cannot be avoided". Mr. Cung also recommended that the economic monitoring apparatus should be separated from the State management apparatus and be optimistic about the innovations after July 1, 2015 when a number of laws are renewed.

After Dr. Nguyen Dinh Cung's presentation, many delegates such as Dr. Tran Du Lich commented on the issues raised by Mr. Cung. According to Mr. Lich, the presentation was quite good and especially optimistic from July 1, 2015. However, Mr. Lich said that he was not very optimistic... Administrative procedures are only a small part of the administrative system, if we only focus on reforming administrative procedures without paying attention to the administrative apparatus... then we will not be able to improve the administrative system.

Next, Mr. Dau Anh Tuan - Head of the Legal Department of the Vietnam Chamber of Commerce and Industry (VCCI) gave an assessment of "The business environment of localities from the perspective of foreign-invested enterprises". This is also the content that received the attention of delegates. According to the assessment, if Vietnam does not improve its business investment environment, it will lose its competitiveness compared to other countries. Vietnam's current strength is tax competitiveness. However, the transparency index is on a downward trend.

According to the assessment of many delegates asked, the content of the second working day focused on core issues that are of current concern to the business community in particular and the people in general.
