Innovate methods for training and developing cadres.

(Baonghean.vn) - On the morning of June 9th, under the chairmanship of Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee held a collective working session to discuss the project for the construction and development of the Provincial Political School, giai đoạn 2015 - 2020; and to evaluate the results of directing the pilot congresses of grassroots-level Party committees for the 2015 - 2020 term.

Also attending the working session were representatives from the Central Organizing Committee; comrades Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; members of the Provincial Party Standing Committee and representatives from several relevant departments and agencies.

The Provincial Political School is a training and development center for cadres for the political system from the provincial to the grassroots level. During the period from 2000 to 2014, the school implemented various training and development programs; expanded into several new specialized fields; and strengthened political training to meet the required standards for cadres at all levels. The total number of cadres trained and developed during this period was 30,319.

Comrade Dinh Thi Le Thanh - Vice Chairman of the Provincial People's Committee - requested the Provincial Political School to effectively carry out two key political tasks: training and developing cadres for the province and conducting scientific research to meet the practical needs of the province.

Comrade Nguyen Van Thong, Head of the Provincial Party Committee's Internal Affairs Department, suggested that the Political School should focus on improving the quality of its staff and lecturers.

Along with increasing the quantity, the quality of training and professional development has been improved. In addition to teaching political theory, the school focuses on providing knowledge of administrative management, legal knowledge, and especially updating new knowledge and honing skills in resolving emerging situations for grassroots officials, Party secretaries, and chairmen of commune-level People's Committees. The school's staff and lecturers have been supplemented and received basic and practical training. Infrastructure has been invested in to meet the teaching and learning needs of the school and its students... Party building, school development, and the development of organizations and associations within the school are given attention to serve as models in training and professional development.

Comrade Tran Cong Duong, Chief of the Provincial Party Committee Office, suggested that the Provincial Political School needs to innovate its teaching curriculum, regularly update its knowledge, and meet the requirements for training and developing human resources for the province.

Comrade Nguyen Thanh Hien - Principal of the Political School - delivered a speech at the meeting.

After listening to the Standing Committee members' assessments of the positive results and their analysis and clarification of the limitations and difficulties, in concluding this discussion, Comrade Ho Duc Phoc stated: The Provincial Political School is a center for training cadres for the Party, government, and mass organizations within the political system; it trains and fosters cadres in political theory, leadership skills, and their level of knowledge and awareness. Therefore, training and fostering should be closely linked to the practical work of Party building, the tasks of socio-economic development, and national defense and security of the province.

Comrade Ho Duc Phoc - Secretary of the Provincial Party Committee - delivered a speech outlining the key tasks and solutions for the school in the coming period.

To achieve this, in order to improve the quality of the staff and lecturers, it is necessary to promote the team of experts and attract talented personnel to work at the school to enhance the quality of training and education. The school also needs to closely adhere to the province's targets regarding the quality and qualifications of the staff in the entire political system to train and educate staff in political theory and professional skills to meet requirements. Emphasis should be placed on scientific research, paying particular attention to research topics related to the province's political tasks. The comrade also requested the Provincial Party Committee Office to coordinate with the Provincial Political School to revise and supplement the feedback from the members of the Provincial Party Standing Committee to finalize the proposal before its issuance.

Comrade Dau Van Thanh, Deputy Head of the Provincial Party Committee's Organization Department, presented the draft report on the results of directing the pilot congresses of grassroots-level Party committees.

Next, the Standing Committee of the Provincial Party Committee conducted an assessment of the results of directing the pilot congresses of grassroots-level Party committees for the 2015-2020 term. In general, the pilot congresses of grassroots-level Party committees were implemented according to procedures and regulations and fully completed all four main contents of the congresses. The congresses at these units demonstrated democracy, intelligence, and responsibility in clearly defining the direction, goals, and tasks for the new term and electing Executive Committees that met the required number and standards.

Concluding this discussion, Comrade Ho Duc Phoc stated that to ensure the grassroots-level congresses are conducted seriously and in accordance with regulations, the Provincial Party Committee will develop and standardize a model program to be issued to the district, city, and town Party committees for them to follow in managing the congresses and ensuring their successful completion.
