FPT wants to deploy a monitoring system for the expanded National Highway 1, the old National Highway 5, the Hanoi-Lao Cai expressway, and the Hanoi-Thai Nguyen expressway.
Mr. Truong Gia Binh, Chairman of FPT Corporation, has applied to participate in investing in a traffic safety monitoring and enforcement system through a public-private partnership model.
Specifically, Mr. Truong Gia Binh proposed that Minister of Transport Dinh La Thang allow FPT to research and develop a solution for a "Traffic Safety Monitoring and Assurance System," in coordination with units under the Ministry of Transport, to implement a system serving traffic safety, medical emergency services, rescue operations, and the management, operation, and exploitation of several key arterial roads.
FPT is requesting permission to deploy its monitoring system on four routes: the expanded National Highway 1, the old National Highway 5, the Hanoi-Lao Cai expressway, and the Hanoi-Thai Nguyen expressway.

Mr. Binh stated that FPT will invest in all the infrastructure, equipment, and systems for monitoring and processing traffic violations using images for the four aforementioned routes. FPT will cooperate with the Department of Road and Rail Traffic Police (C67) in using images to serve administrative penalties in both "on-the-spot" penalties (penalties issued immediately at the scene) and "delayed" penalties (notifications sent to the vehicle owner's address) for violations such as: exceeding the speed limit; driving in the wrong lane or section of the road; and vehicle weight control.
FPT commits to being responsible for the operation, maintenance, servicing, and upgrading of the system to ensure efficient operation throughout the project's duration. To recoup its investment, the service provider proposes to be allowed to recover its investment and operating costs by allocating a percentage of the total annual revenue from traffic safety violations.
In addition, FPT also proposed collaborating with the Ministry of Transport to research and develop a "System for managing road transport and multimodal transport business operations – similar to a transport exchange platform" and providing online public services on the Ministry of Transport's electronic portal under a socialized model.
