On the morning of May 21, Nghe An Newspaper reporters were present at Le Hoan Street. As reported by local residents, 4 large trees were cut down, 1 tree was taken away, and the remaining 3 trees are awaiting transportation. Through investigation, we learned that after GLD Joint Stock Company (address 154, Nguyen Sy Sach Street, Hung Phuc Ward, Vinh City, the North borders Nguyen Sy Sach Street, the West borders Le Hoan Street) submitted a request to liquidate and replace trees to the People's Committee of Hung Phuc Ward, Vinh City People's Committee and Green Park Joint Stock Company on May 6, 2015.

On May 8, 2015, Vinh City People's Committee issued License No. 133/GP-UBND for liquidation, relocation, and replacement of trees signed by Mr. Le Quoc Hong, Vice Chairman of Vinh City People's Committee. In which, in section 3, it is stated that "The type of trees to be liquidated includes 4 trees (Paracel trees) in front of the gate of GLD Joint Stock Company, No. 154, Nguyen Sy Sach Street, Hung Phuc Ward, Vinh City".

Along with the above content, Vinh City People's Committee also allows GLD Joint Stock Company to move some trees located on Nguyen Sy Sach Street. Specifically, "Type of green trees requested to move 3 green trees (1 mango tree to Vinh City People's Committee campus, 1 black star tree and 1 purple lagerstroemia tree to the nursery of Green Park Joint Stock Company for treatment)". The type of green trees to be planted instead is "6 green trees (6 black star trees), root diameter about 12cm, height from 4 - 5m. Location of green trees planted instead: on the sidewalk of Nguyen Sy Sach Street and Le Hoan Street, in front of GLD Joint Stock Company. Time for liquidation, moving, and replacement planting: 30 days from the date of signing the License".

To clarify this issue, we met Mr. Hoang Quoc Thang, Head of Vinh City Urban Management Department, but due to a busy meeting, he asked us to work and discuss specifically with a specialist.

Through research, we learned more: Circular No. 20/2005/TT-BXD of the Ministry of Construction dated December 20, 2005 on Guidelines for urban tree management clearly states "avoid planting trees with exposed roots that can easily fall and fruit trees, trees with sharp thorns, poisonous sap, trees with large canopies located close to houses and brittle trees that can easily break on the street that can cause insecurity for people, vehicles and constructions".

On that basis, in the "Project to build and renovate the green tree system, ecological landscape, and environment of Vinh City in the period of 2007 - 2015, with a view to 2020", in December 2007, Vinh City People's Committee proposed an immediate solution: While there is no funding source for replacement, mobilize people with houses along the street to plant or replace suitable trees in front of their houses. When GLD Joint Stock Company submitted a request, Vinh City People's Committee reviewed and granted a license; the process of replacement and new planting is supervised by functional agencies and forces, ensuring compliance with the approved license.

Regarding Vinh City Green Park Joint Stock Company, the unit assigned to supervise, Mr. Nguyen Anh Dung, Head of Technical Planning Department, said: After receiving the permit from the City People's Committee, the company coordinated with GLD Joint Stock Company to cut down 4 parasol trees located on Le Hoan Street. This is the type of tree that the city is currently planning to replace, in the next few days the company will complete the planting to ensure the landscape and environment. As for moving 3 trees, including 1 mango tree to the Vinh City People's Committee campus, 1 black star tree and 1 purple lagerstroemia tree to the nursery of Vinh City Green Park Joint Stock Company for treatment, it will no longer be carried out, because for trees that need to be treated for pests and diseases, we will do it on the spot to avoid moving, and 1 mango tree according to the wishes of surrounding households to provide shade has been approved by the company.

We had a conversation with Mr. Le Quoc Hong, Vice Chairman of Vinh City People's Committee, he said: "The incident of cutting down and replacing trees on Le Hoan Street was reported by Nghe An Newspaper in the newspaper published this morning (May 21). At the meeting with us, Mr. Le Quoc Hong also reaffirmed that the cutting of the above green trees by GLD Company was permitted and approved by the City People's Committee; Vinh City People's Committee is responsible for directing and supervising the unit to plant new trees to replace them with the correct species, size and time as stated in the permit...
