Nghi Phu Commune (Vinh City): Ward unit target in 2020

(Baonghean) - During the 2010 - 2015 term, Nghi Phu commune has achieved many positive results in many fields. Up to now, 26/30 congress targets have been achieved and exceeded (including 5/6 economic targets, 8/10 socio-cultural targets, 4/4 environmental infrastructure development targets, 4/4 national defense - security targets, 5/6 targets for building the Party, government, Vietnam Fatherland Front and mass organizations).

In economic development, there is a structural shift in the right direction with an average growth rate of 11%. Currently in Nghi Phu, in addition to promoting traditional industries, a variety of production - business, trade and service industries have been developed with increasingly high production value, creating many jobs with stable income for workers. By 2014, the proportion of trade - services accounted for 61.5%; industry - handicrafts - construction reached 37.3%; agriculture decreased to 1.2%. Average income per capita in 2014 reached 32.7 million VND; in 2015 it is estimated to reach 35.9 million VND (the congress target is 23 million VND).

Regarding agriculture, Nghi Phu focuses on promoting the development of household economy with technical support in production, livestock breeding, services on seeds, fertilizers, pesticides and irrigation. In 2014, the total value from agriculture reached 12.7 billion VND, expected to reach 12.2 billion VND in 2015 (due to the reduction of agricultural land area). Implementing the national target program on building new rural areas, over the past 5 years, people have mobilized resources to contribute more than 13 billion VND to build technical infrastructure, people donated 100m2 of residential land, 300m2 of agricultural land to build concrete roads and ditches; to date, the commune has basically completed 16/19 criteria.

As a locality with many agencies, units and enterprises, the Party Committee and the government of Nghi Phu commune have created all favorable conditions for units and enterprises to develop production and business. By the end of 2014, Nghi Phu had 142 small and medium enterprises operating in production and business, an increase of 28 enterprises compared to 2011. Nghi Phu Industrial Cluster has 18/18 enterprises operating stably; in early 2015, 1 more Korean enterprise and 1 Japanese enterprise invested and went into production, creating many jobs for local children and neighboring areas. In the service - trade sector, Nghi Phu currently has 880 production and business households with 1,266 workers.

In the markets in the area managed by the commune (Moi Dau market and Quan Banh market), there are 350 kiosks for 350 households doing stable business and over 200 households doing irregular business, creating jobs for over 500 workers. Many households have taken advantage of the urbanization process to expand their businesses, food and beverage services, motels, rental rooms... With the diverse development of production, business - trade - service industries, the budget revenue and expenditure in Nghi Phu has annually completed the city's assigned targets; regular revenue in the commune in 2014 reached 4.170 billion VND; in 2015, it strives to reach 4.5 billion VND; total budget revenue in the 2010-2015 term reached 143.7 billion VND; of which revenue for development investment reached 105.7 billion VND/the target of 75 billion VND (reaching 141%).

Urban, land and construction order management are identified as important regular tasks. The commune publicly implements planning and management according to the planning, directs the review and acceleration of the issuance of land use right certificates (LURCs) for residential and agricultural land to the people. Up to now, the rate of granting LURCs for residential land has reached 95%. In the past 5 years, the commune has invested in 86 construction items with a total investment of 105.7 billion VND, thereby, the appearance of technical infrastructure has changed a lot, basically overcoming the situation of localized flooding during the rainy and stormy season.

The fields of culture, health and education have been constantly cared for and have many positive changes. During the term, a kindergarten meeting national standards level 1, primary schools 1 and 2 meeting national standards level 2 have been built; 20 civilized alleys, 3 cultural units, 100% of hamlets have cultural houses, the rate of cultural families has reached 89%. Since 2012, Nghi Phu has been recognized as meeting national standards on health, thereby improving the quality of medical examination, treatment and primary health care for the people. In addition, solutions to implement the poverty reduction plan have been actively deployed, up to now the number of poor households in the area has decreased to 1% (the target of the Party is 1.5%). Every year, 150-200 workers are introduced to new jobs; 100% of children under 6 years old are granted health insurance cards; People with meritorious services, families of war invalids and martyrs, the disabled, and orphans are given comprehensive care. National defense and security work is identified as an important task and is well implemented; over the past 5 years, the political security and social order and safety situation in the area has always been stable, with no complicated "hot spots" occurring.

Nghi Phu Commune Party Committee also focuses on and gradually innovates its leadership methods, improves the quality of issuing resolutions, the quality of Party Committee and Party cell activities to ensure that they are close to the local situation and the specific situation of each Party cell. Regularly pay attention to doing a good job of political and ideological education for Party members and cadres; during the term, 64 new Party members were admitted; in 2013 and 2014, Nghi Phu Commune Party Committee was recognized as a Strong Party Committee.

In the 2015 - 2020 term, the Party Committee, government and people of Nghi Phu have identified the main targets to strive for: Production value in the area reaches 2,310 billion VND; total state budget revenue in the 2015 - 2020 period reaches 153 billion VND; average income per capita by 2020 reaches 55 - 60 million VND; total social investment capital in the area reaches 1,059 billion VND; the poverty rate by 2020 is reduced to 0.55%; 100% of schools meet national standards; 98% of households have access to tap water; the rate of cultural families reaches 90%, 6 - 8 hamlets are built to achieve cultural units; 98% of roads are asphalted or concreted; 97% of households are granted land use right certificates; 80% of qualified party members completed their tasks well, of which 15-20% completed their tasks excellently; 100% of subordinate party cells completed their tasks well, with no weak party cells; 50 party members were admitted; Nghi Phu commune Party Committee maintained its title of Strong Party Cell; the government completed its tasks well, the Fatherland Front and socio-political organizations were strong and excellent.

The most common goal is to create the combined strength of the entire political system and the great national unity bloc, mobilize all resources for comprehensive socio-economic development, and build Nghi Phu commune with all conditions to become a ward by 2020.
