Breakthrough solutions are needed to achieve socio-economic targets.

(Baonghean.vn) - On the afternoon of July 8th, discussion group No. 8, consisting of 10 People's Council delegates elected from Nghi Loc and Quynh Luu districts, began discussing and giving opinions on the socio-economic report for the first six months of the year by the Provincial People's Committee and providing feedback on the draft resolutions of the Provincial People's Council.

Mr. Nguyen Bang Toan - Provincial Party Committee member, Director of the Department of Labor, War Invalids and Social Affairs, and representative of Nghi Loc district, presided over the meeting. Also attending were the Party Secretaries, Standing Committee of the People's Council, and Chairmen of the People's Committees of Nghi Loc and Quynh Luu districts, as well as representatives from the following units: the Provincial Tax Department, the Provincial State Treasury, the Provincial Farmers' Association, the Provincial Religious Affairs Committee, and the Vietnam Investment and Development Bank - Nghe An branch.

Commenting on the provincial People's Committee's socio-economic report for the first six months of the year, delegates unanimously agreed that some targets for the last six months were still too high (industrial value was 1.6 times higher than the first six months, and service value was 1.5 times higher...). However, the proposed solutions were too general and lacked major breakthroughs to achieve the set targets.

Representative Pham Van Tan (Quynh Luu district) suggested that the report should include an assessment of the general difficulties faced by businesses and each type of business; and identify the potential impact and conditions of the province through policies and mechanisms for businesses. Mr. Tan also proposed that the Provincial People's Committee strengthen its direction in implementing the amended Cooperative Law of 2012, as the rate of transformation of cooperative models in Nghe An province according to the requirements of the Law is currently very slow.

Representative Nguyen Dinh Minh (Quynh Luu district) expressed concern about the slow repayment of initial investment in rural power grid substations. Meanwhile, in Quynh Luu district in particular, and many other localities in general, the rural power grid is currently in a state of disrepair, with many areas severely degraded, unsafe to operate, and in need of renovation to meet the needs of rural economic development. However, for a long time, cooperatives have not kept complete records of investments, making it very difficult to assess assets for transferring electricity sales to the power sector. Therefore, the Provincial People's Committee needs to consult with relevant ministries and agencies to find solutions to this difficulty.

Meanwhile, delegate Nguyen Phan Phuong (Nghi Loc district) argued that market management is still lax. The entire province only has one market management team, with limited personnel, inadequate penalties, and a lack of emphasis on the role and responsibility of district and commune-level authorities. Therefore, specific policies are needed to mobilize the participation of these levels of government to improve the effectiveness of combating smuggling, counterfeit goods, imitation goods, and substandard goods – issues causing much public concern today.

Representative Nguyen Phan Phuong argued that there needs to be a mechanism to mobilize the participation of district and commune-level authorities in market management.

Regarding the draft resolution of the Provincial People's Council, delegates focused their contributions on equipping commune police with vehicles and on population and family planning work. Regarding the resolution on equipping commune police with vehicles, delegate Pham Van Tan suggested removing the regulation allowing the provision of motorcycles, photocopiers, fax machines, beds, etc. This opinion received the support of the majority of delegates in the group. Regarding the resolution on population and family planning work, delegate Ho Phuc Hop (Quynh Luu) suggested reviewing and reassessing the effectiveness of the reward system for communes that have gone three or more years without a third or subsequent birth, as it is not practically applicable. Instead, a reward mechanism should be established for blocks, hamlets, villages, and communities that have gone four or more years without a third or subsequent birth.

Regarding the allowance for commune-level forestry officials, most delegates agreed with delegate Hoang Viet Duong (Nghi Loc) that the allowance of 200,000 VND/person/month, approved since 2000, is too low and no longer suitable for the actual requirements of the job. The new allowance proposed in the draft (632,500 VND/person/month for border communes and areas with special difficulties, and 402,500 VND/person/month for other localities) will be effective in motivating commune-level forestry officials to enhance their sense of responsibility in forest management and protection.
