Reporter:Dear Chairman of the Provincial People's Committee, could you tell us about the significance and scale of the event "Meeting Localities - Diplomatic Corps" in the North Central region 2015 and the opportunities and fortunes of Nghe An when hosting this event?

Comrade Nguyen Xuan Duong:From May 28 to 30, 2015, in Vinh City, the Ministry of Foreign Affairs coordinated with the People's Committee of Nghe An province to organize the program "Meeting with localities - Diplomatic Corps" in the North Central region. The program was attended by comrade Ho Xuan Son, member of the Party Central Committee, Deputy Minister of Foreign Affairs and over 200 delegates who are Heads of foreign representative agencies, international organizations in Vietnam (including 34 representative agencies and 1 international organization, including 15 Ambassadors), leaders of 6 North Central provinces (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri and Thua Thien - Hue); leaders of departments, branches, and sectors of the foreign economic sector of 6 provinces and some typical enterprises of Nghe An.

The program is organized to create conditions for Nghe An province and the provinces of the North Central region to contact, exchange and interact directly with the Heads of foreign representative agencies in Vietnam. For Nghe An, this is an opportunity to promote the potential and strengths of the province's investment cooperation capabilities to domestic and international friends through the Heads of foreign representative agencies; at the same time, create the best impression of the land and people of Nghe An - the homeland of the great President Ho Chi Minh, the national liberation hero, an outstanding cultural celebrity, a land rich in revolutionary traditions and cultural identity, which is increasingly developing dynamically, the origin of Nghe Tinh Vi and Giam folk songs, which have been recognized by UNESCO as a representative intangible cultural heritage of humanity. The program is also an opportunity for Nghe An to expand international relations, proactively integrate internationally, attract investment, develop trade, tourism, services, promote foreign economic activities of the province, contributing to the successful implementation of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province by 2020 "Basically becoming an industrial province; a center of finance, trade, tourism, education - training, science - technology, health, culture, sports, high-tech industry of the North Central region".

The diplomats show much interest in Nghe An.

Reporter:It is known that in the 2015 “Meeting Localities - Diplomatic Corps” Program, there was a meeting with the diplomatic corps of Nghe An province. Could you please tell us what are the main contents and goals that Nghe An set out at this conference?

Comrade Nguyen Xuan Duong:The meeting between Nghe An province and the Diplomatic Corps is one of the two main conferences of the 2015 “Meeting Localities - Diplomatic Corps” Program. This is a useful forum, an opportunity for Nghe An to meet with leaders of the Ministry of Foreign Affairs, heads of foreign representative agencies and international organizations in Vietnam. The conference has main activities such as screening the film “Nghe An - Attractive Investment Destination” to provide conference delegates with a visual view of the province's potential and strengths; speeches by provincial leaders on the need to attract investment, preferential policies, investment support; Nghe An's investment environment; speeches by some typical enterprises that have invested in the area to exchange experiences, share advantages and difficulties in the investment and business process and the province's active support. Delegates will discuss during the conference. Leaders of the Ministry of Foreign Affairs will give a directive speech and provincial leaders will give a closing speech.

Through this Conference, Nghe An province aims for the following specific goals:

- Establish relationships and seek support from the Ministry of Foreign Affairs and the Diplomatic Corps to contribute to the development of Nghe An province.

- Provide information on potential, strengths, investment attraction needs, preferential policies, investment support, investment environment of the province... Promote and introduce the potential and strengths of Nghe An province, making international friends understand more deeply the image of Nghe An with rich revolutionary traditions and cultural identity, friendly, hospitable, proactive, active in international integration and sustainable development.

- Create conditions for Nghe An enterprises to have the opportunity to learn from the experiences of other countries, seek opportunities to expand trade markets, invest, form joint ventures, and associate with foreign partners, and access advanced science, technology and advanced technology.

- This is a "golden opportunity" for Nghe An province to promote, attract foreign investment, promote investment, trade and tourism.

Reporter:Mr. Chairman of the Provincial People's Committee, could you please tell us how Nghe An has prepared for the 2015 North Central Region Local - Diplomatic Corps Meeting Program to achieve the above-mentioned goals?

Comrade Nguyen Xuan Duong:This is a major foreign affairs event taking place in Nghe An, an opportunity for the province to promote its potential and strengths to the region and the world through professional diplomats. Therefore, right from the beginning, when receiving the policy from the Ministry of Foreign Affairs to coordinate with the province to organize the Program in the province, the Provincial Party Committee and the Provincial People's Committee have directed the preparation work, especially the information and propaganda work before, during and after the Program, paying special attention to the content of documents serving the main Conference and the presentations of Nghe An delegates at the discussion sessions. In addition, the logistics, reception, security, medical care... have also been carefully prepared, mobilizing about 50 English volunteers to serve the Diplomatic Corps in the main sessions and the spouses in the sideline activities during the Program in Nghe An.

The Ministry of Foreign Affairs sent an advance delegation led by a Department-level comrade to survey all locations to coordinate with the Nghe An Department of Foreign Affairs - the unit assigned to take the lead in coordinating, developing plans and detailed scenarios for each activity; on that basis, the Provincial People's Committee issued a master plan for the provincial departments, branches and sectors to implement. At the same time, the leaders of the Provincial People's Committee directed the departments, branches and relevant localities assigned to participate in the spirit of cooperation and coordination at the highest level to make the 2015 "Meeting Localities - Diplomatic Corps" Program in Nghe An take place successfully and safely, leaving many good impressions on diplomats, leaders of neighboring provinces and delegates attending the program.

Mr. Nguyen Xuan Duong:From May 28 until May 30, 2015, in Vinh city, the Ministry of Foreign Affairs of Vietnam works in coordination with the Provincial People's Committee of Nghe An to host the “Meeting between the diplomatic corps and provinces in the North central region”. Deputy Minister of Foreign Affairs cum Member of Party Central Committee Mr. Ho Xuan Son and more than 200 delegates being the Heads of foreign representative offices and international organizations in Viet Nam (including 34 representatives and 1 international organization, with 15 ambassadors), leaders from 6 provinces in the North central region of Viet Nam (including Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri and Thua Thien-Hue); heads of local authorities in charge of foreign trade from the above provinces and several typical businesses of Nghe An are attending the event.

The meeting event is designed to give Nghe An as well as other provinces in the North central region the opportunity to meet, discuss and have direct exchanges with the Heads of foreign representative offices in Vietnam. It is a valuable opportunity for Nghe An to publicize and promote Nghe An's potentials and strengths regarding its possibilities of cooperation and investment towards domestic and international friends via the Heads of foreign representative offices, simultaneously making the best impressions of Nghe An landscapes and people. Nghe An is well-known for being the homeland of great President Ho Chi Minh - the hero who liberated our nation and outstanding cultural celebrity. The province is also famous for its revolutionary traditions and cultural characteristics and the origin of Vi-Dam Folk Singing which is recognized as intangible cultural heritage of humanity by UNESCO. Moreover, this program is considered the opportunity for Nghe An to broaden its international relationships; be active in international integration, attract investment, develop trade, tourism, services; promote its foreign trade activities and contribute to the successful implementation of Resolution No. 26-NQ/TW dated July 30, 2013 by the Politburo regarding directions and missions to develop Nghe An to “fundamentally become the industrial province; being the center of finance, trade, tourism, education-training, science-technology, health, culture, sports, high-tech industry of the North central region” by 2020.

Journalist:As far as we are concerned, during this “2015 Meeting between the diplomatic corps and provinces” program, Nghe An is scheduled to hold a conference to network with the diplomatic corps. What are the main contents and objectives that Nghe An has set for this conference?

Mr. Nguyen Xuan Duong:The networking conference between Nghe An and the diplomatic corps is one of two major conferences of the event “Meeting between the diplomatic corps and provinces” in 2015. This is a helpful forum and an opportunity for Nghe An to network with the leaders of Ministry of Foreign Affairs, the Heads of foreign representative offices and international organizations in Viet Nam. During the conference we are going to have a lot of activities such as broadcasting the film “Nghe An - attractive destination for investment”, which provides the delegates with a visual perspective regarding the potentials and strengths of the province; the provincial leaders' statements regarding the demand for attracting investment, preferential policies and investment support; investment climate of Nghe An; Opinions of several typical businesses having invested on the ground in order to exchange experience, share advantages and disadvantages during the investment and business process and the positive support from Nghe An. The delegates are having talks during this conference. The leader from Ministry of Foreign Affairs is making a directing speech and the province's leader is making a speech at the end of the conference.

With this conference, Nghe An aims at the specific objectives as follows:

- Establishing relationships and taking advantage of the support of the Ministry of Foreign Affairs and the diplomatic corps so as to make contribution to the development of Nghe An.

- Providing information regarding the potentials, strengths, demand for investment attraction, preferential policies, investment support, investment climate of our province together with publicizing and introducing Nghe An's potentials and strengths, helping international friends understand more thoroughly the image of Nghe An with rich revolutionary traditions and cultural characteristics, being friendly, hospitable, active in international integration and sustainable development.

- Offering favorable conditions for Nghe An businesses to learn from friends' experience, seek opportunities to enlarge the trade market, invest, promote joint ventures and linkages with foreign partners and get access to scientific-technical advances and state-of-the-art technologies.

- This is a “golden opportunity” for Nghe An to advertise and attract foreign investment, promote investment, trade and tourism.

Journalist:How has Nghe An prepared for the “2015 Meeting between the diplomatic corps and provinces in the North central” to gain the above-mentioned objectives?

Mr. Nguyen Xuan Duong:This is a big event regarding foreign relations taking place in Nghe An and a chance for us to advertise our potentials and strengths on regional and international levels via diplomatic professionals. Therefore, as soon as receiving the instructions from the Ministry of Foreign Affairs to coordinate with Nghe An in hosting the event, Nghe An Provincial Party Committee and Provincial People's Committee has directed and followed the preparation stage, particularly the information and advertisement work before, during and after the event, paying special attention to the contents of the documents used in the main conference as well as the speeches of Nghe An's delegates in discussing sessions. In addition, logistics, reception, security, health-care and other aspects are also well-prepared. We have mobilized around 50 volunteers who can speak English to support the diplomat corps during main sessions and their families in marginal activities while the program takes place in Nghe An.

The Ministry of Foreign Affairs sent an advance party led by a department head to come to Nghe An to investigate all sites and coordinate with Nghe An's Department of Foreign Affairs - assigned to be in charge of coordination - to outline plans and detailed scenarios for each activity. Based on these, Provincial People's Committee issued the big picture plan so that the province's departments could start to implement. At the same time, the leaders of Provincial People's Committee directed the departments and relating local places to work with cooperative and highest coordinating spirit in order for the “2015 Meeting between the diplomatic corps and provinces in the North central region of Vietnam” event in Nghe An to be successful and safe, leaving good impressions for the diplomats, leaders of the neighboring provinces and the attending delegates.
