Strengthening reforms in the civil service system and improving the quality of the apparatus.
(Baonghean.vn) -On the afternoon of December 26th, in Vinh City, Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - chaired a working session to evaluate the results of directing and managing the reform of the civil service system in 2014 and to implement tasks for 2015.
Attending the working session were Comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department, along with representatives from various departments and agencies that are members of the Provincial Steering Committee on Public Service and Civil Servant Reform.

Based on government regulations and the province's work plan, in 2014, the Provincial Steering Committee on Civil Service and Public Officials Reform issued several directives to rectify and strengthen discipline in public service. Specifically, the Department of Internal Affairs guided departments and local People's Committees in developing employment plans and civil servant rank structures, building a database on the civil servant apparatus; reforming civil servant recruitment and promotion, and methods for selecting departmental leaders; appointing and reappointing departmental leaders in accordance with regulations; continuing to revise policies to attract and reward talented individuals; improving discipline in public service to maintain administrative order and discipline; and actively implementing Decree 108/2014/ND-CP on downsizing the workforce…

Besides the above achievements, the implementation of civil service reform still faces some difficulties, especially regarding job titles for part-time officials at the commune, ward, and neighborhood levels. Based on the assessment of the 2014 results, the provincial steering committee also set out nine key tasks for 2015 for discussion by member departments and agencies. At the conference, delegates proposed linking the results of administrative reform and improving public service ethics with improving the provincial-level CPI competitiveness index; strengthening inspection and rectification of administrative discipline according to Directive 17/CT; and ensuring that heads of agencies have a firm grasp of their tasks to manage their staff…

Comrade Le Xuan Dai – Standing Vice Chairman of the Provincial People's Committee – acknowledged and highly appreciated the preparatory work of the Steering Committee's office in advising on the timely consolidation and addition of suitable members; at the same time, he pointed out limitations, shortcomings, and causes for the Department of Internal Affairs, as the Standing agency, to synthesize and revise. To improve the quality of public service ethics and the quality of civil servants, according to the Vice Chairman of the Provincial People's Committee, it is necessary to raise the awareness of heads of departments in recruitment and placement; build a team of competent and dedicated civil servants who are committed to businesses and the people; improve information technology application skills; strengthen public service inspection, check and rectify administrative discipline according to Directive 17/CT of the Provincial Party Committee; promote propaganda and improve the effectiveness of administrative reform and the handling of interconnected administrative procedures through the one-stop mechanism; develop a job creation plan associated with downsizing the workforce according to Government Decree 108; and implement the application of software for managing civil servants and public employees. Strictly enforce regulations on the appointment and reappointment of officials in departments and agencies; prioritize attracting high-quality personnel; strengthen inter-agency coordination when handling investment attraction projects; and focus on improving the effectiveness of public administration and the provincial competitiveness index.
2015 was a year of many significant events. The Department of Internal Affairs had to grasp the Government's regulations, revise the employment plan and staffing structure to build a suitable organizational structure; improve the information technology software for managing civil servants and public employees; innovate the method of selecting leading civil servants in departments and agencies; amend and supplement regulations on the conditions and criteria for appointing and recruiting management officials; and make thorough preparations so that the upcoming civil servant recruitment examination would be conducted seriously and in accordance with regulations…/.
