The purpose of the plan is to create a high consensus of the whole society, raise people's awareness in complying with the provisions of the law on alcohol concentration for drivers of road motor vehicles; gradually form the habit of not driving road motor vehicles after consuming alcohol, first of all, setting an example for heads of agencies, cadres, civil servants, state employees; union members, members of political and social organizations; Improve the effectiveness of state management through enhancing the responsibility, capacity and ability to coordinate the activities of state management agencies from the central to local levels in implementing the law on alcohol concentration for drivers of road motor vehicles; Reduce traffic accidents caused by drinking alcohol while driving road motor vehicles.

The plan includes a communication campaign; organizing specialized alcohol concentration control patrols, implementing random alcohol concentration testing procedures based on international experience; organizing a campaign to enforce alcohol concentration violations according to the plan of the National Traffic Safety Committee.

Lieutenant Colonel Hoang Duy Ha, Head of the Traffic Police Team, Vinh City Police, said that currently, the city's functional forces, including traffic police and team 212, are conducting alcohol concentration checks at locations such as the intersection of Nguyen Sy Sach Street, Lenin Avenue, and the National Highway 1A bordering Nghe An and Ha Tinh. In November, the city's police force handled 11 cases of alcohol concentration violations, and in December, 8 cases were handled. In 2014, Vinh City's functional forces handled 110 subjects violating alcohol concentration.

According to statistics from the Provincial Traffic Safety Committee, from the beginning of the year to mid-October 2014, Nghe An had 282 traffic accidents, killing 160 people and injuring 170 people. Of these, there were 211 road accidents, killing 145 people, and 17 railway accidents. Localities with high numbers of deaths due to traffic accidents were Vinh City (26 people), Dien Chau (18), Quynh Luu (16), Hoang Mai Town (12), Nghi Loc (11). Of these, 75 accidents involved cars, killing 48 people. Most of the accidents involving cars were due to the driver's fault, such as falling asleep, drinking alcohol, not being able to control the speed, driving in the wrong lane, driving on the wrong side of the road, running red lights, and not paying attention. In recent times, Nghe An Provincial Police have deployed alcohol concentration checks and penalties on national highways and at different locations in Vinh city.
