Speed up the progress of building offshore fishing vessels
(Baonghean.vn) - On the afternoon of June 5, the Provincial People's Committee held a meeting to discuss solutions to speed up the implementation of Decree 67/2014/ND-CP on a number of policies for fisheries development. After 10 months of implementing Decree 67/2014/ND-CP, up to now, the Provincial People's Committee has approved 70 ships eligible for loans to build new fishing vessels and logistics services for offshore fishing according to Decree 67/2014. Of which, fishing vessels include: 36 wooden-hulled vessels; 1 composite-hulled vessel, 31 steel-hulled vessels and 2 newly built fishing logistics service vessels (steel-hulled). 11 new wooden-hulled vessels have been built (Hoang Mai 3 vessels, Quynh Luu 5 vessels, Dien Chau 1 vessel, Nghi Loc 2 vessels), and 4 wooden-hulled vessels have been launched.Currently, commercial banks have received and processed 21 loan applications. Of these, only 4 loan contracts have been signed and disbursed with a capital of 11.67/20.14 billion VND.

The implementation process encountered some difficulties and problems such as in selecting fishing boat designs, steel-hulled boats had 21 designs but they were not suitable for the reality of production at sea; especially for the fishing profession, most of the boat owners had to adjust the design or redesign. The boat owners had difficulty in building production plans, debt repayment plans, lack of counterpart funds, short repayment period (for steel-hulled boats), most of the boat owners could hardly repay the debt. In addition, the organization of establishing production teams at sea in communes and wards was slow, and the lack of determination in guidance and direction affected the implementation process.

At the meeting, local leaders and commercial banks discussed solutions to overcome difficulties to promptly disburse capital needs for fishermen to promptly deploy new construction.

Concluding the meeting, Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee emphasized: The district-level steering committee has not yet taken drastic action, and commercial banks are still hesitant in investing capital. In the coming time, it is necessary to accelerate credit policies and ship insurance purchase regimes. Assign the district-level steering committee to directly help people to unify production plans and debt repayment plans. After receiving the appraisal documents, commercial banks must have a clear viewpoint and handle them promptly.

The Provincial State Bank Branch shall preside over and coordinate with the Department of Agriculture and commercial banks to allocate capital lending targets to commercial banks. The Department of Agriculture shall proactively grasp the implementation of Decree 67 in the area and promptly advise the Provincial People's Committee to resolve any arising difficulties.For ship owners, ensure counterpart funds to speed up the progress of signing new building contracts with shipyard owners and commercial banks to effectively promote loan capital.
