Determining that this is a complicated case, at this time it is close to the Lunar New Year 2015, if not promptly investigated and clarified for handling, there will be a situation of disorder and insecurity in the area. Therefore, the city police leadership has directed the Criminal Police Team to establish a Project with code 115BK (with Colonel Mai Chien Thang directly as the Head of the Project) to fight and eradicate the criminal gang with signs of protection in the passenger transport sector. After receiving the task, the Criminal Police Team quickly made a detailed plan to investigate and verify, and organize screening of suspicious subjects. To carry out the investigation, the Criminal Police Team deployed all officers and soldiers to closely follow the key areas. The most experienced investigators and scouts were assigned to disguise themselves and lie in wait at the places where passenger buses often stop to pick up passengers; At the same time, they infiltrated the masses to grasp information... Thereby, they quickly identified 6 stops (from Phuong Dong Hotel to Quan Bau Intersection) where the situation often occurred as reported by the bus owners and the masses.

At 10:30 a.m. on January 30, 2015, the Criminal Police Team reported to the City Police leadership and mobilized 40 officers and soldiers in the entire team to divide into 5 groups to simultaneously arrest 9 subjects at the identified bus stops. After that, after screening, a decision was made to temporarily detain 5 subjects including: Nguyen Tat Hoang (born in 1990), residing in Block 4, Cua Nam Ward; Pham Van Tam (born in 1985), residing in Block 4, Cua Nam Ward; Dinh Van Duan (born in 1990), residing in Phong Thuan 1 Hamlet, Hung Hoa Commune; Le Dai Tai (born in 1996), residing in Phong Thuan 1 Hamlet, Hung Hoa Commune; Ho Minh Thoan (born in 1991), residing in Phong Thuan 2 Hamlet, Hung Hoa Commune. Of the 5 subjects temporarily detained, Dinh Van Duan has a criminal record for intentionally causing injury; Ho Minh Thoan has a criminal record for robbery.

Through the investigation and investigation of the detained subjects, they confessed to the illegal acts that the vehicle owners and drivers had committed in the report, and also revealed the subjects behind the controls. Based on the information obtained, on February 5, 2015, Vinh City Police urgently arrested Le Van Linh (born in 1971), residing in Block 16, Le Loi Ward (a subject with 2 previous convictions for gambling and one previous conviction for intentional injury) while he was hiding in a hotel in the city; On April 18, 2015, Nguyen Tat Thang (born in 1990), residing in Block 4, Le Loi Ward (a subject with a criminal record for extortion) was urgently arrested; on May 3, 2015, Vuong Kha Thong (born in 1973), residing in Block 11, Le Loi Ward, was continued to be arrested. The three subjects Le Van Linh, Nguyen Tat Thang, and Vuong Kha Thong were all arrested for disturbing public order.

Nguyen Tat Thang worked as a bus broker at Vinh Bus Station for a while. During his time there, he had a “relationship” with a number of bus companies, so he came up with the idea of ​​hiring the above subjects with a “salary” of 3 - 4 million VND/month to engage in acts of quarreling and threatening bus owners and drivers who intended to stop and pick up passengers at bus stops. These acts were intended to benefit the bus owners with whom Nguyen Tat Thang had a relationship.

According to the investigation officer of the Criminal Police Team of Vinh City Police, after a period of investigation to clarify the illegal acts of the detained subjects, on June 24, 2015, Deputy Head of the Investigation Police Agency of Vinh City Police, Colonel Mai Chien Thang, concluded the investigation of Project 115BK; at the same time, transferred the case file to the City People's Procuracy, requesting that this agency issue a decision to prosecute the above subjects for the crime of disturbing public order.

Since the day the Criminal Police Department of the City Police simultaneously arrested subjects who threatened and quarreled with bus owners and drivers, up to now, bus stops in Vinh City have returned to stability and order. Through this incident, the city's residents; passengers with travel needs, bus owners and drivers all highly appreciated the spirit and responsibility of the police officers and soldiers. However, Project 115BK has continued to be carried out by the Vinh City Police. According to Colonel Mai Chien Thang, at Vinh Bus Station, the phenomenon of touts and passenger pimping has appeared for quite a long time, but it was only when the actions of the gang led by Nguyen Tat Thang were clarified that it was confirmed that protection racket in the passenger transport sector had begun to appear in Vinh City. Fighting this type of crime is extremely complicated due to the lack of cooperation of related parties, especially bus companies. Vinh City Police determined that clarifying the law violations of the arrested subjects is only the tip of the iceberg; therefore, based on the results obtained, they will continue to expand the investigation, determined to bring to light the subjects still lurking in the dark to bring peace to the city.
