Discussion on civil servant recruitment regulations

(Baonghean.vn) - On the afternoon of June 22, the Provincial People's Committee continued its regular meeting in June 2015, chaired by Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee, leaders of departments, agencies and branches attended.

At the beginning of the meeting, the delegates discussed: Decision to amend and supplement Decision No. 36/2012/QD-UBND dated May 31, 2012 of the People's Committee of Nghe An province on promulgating the Regulations on recruitment, reception, mobilization, transfer; procedures and evaluation procedures; rewards, discipline; termination and retirement regimes for civil servants of communes, wards and towns in Nghe An province. Decision to amend and supplement Decision No. 57/2013.QD-UBND of the People's Committee of the province on promulgating the Regulations on a number of policies to attract high-quality human resources and give priority in recruiting civil servants and public employees in Nghe An province. Through discussion, the delegates all agreed with the draft to amend and supplement the above 2 decisions; However, regarding the Decision to amend Decision 57/2013/QD-UBND, the delegates were concerned about the priority points for children of war invalids because this is a policy to attract talent.

Concluding these contents, Comrade Nguyen Xuan Duong agreed to approve the contents of the draft Decision. Regarding the priority points for children of war invalids, the Provincial People's Committee will seek the opinion of the Provincial Party Standing Committee on the priority points.

Next, the members of the People's Committee discussed the Draft Resolution of the Provincial People's Council on the mechanism for investors to advance funds to carry out compensation and site clearance for key projects. According to the draft presented, there are 3 options proposed to request the mechanism for advance payment for site clearance, including: option 1 is that the investor advances all site clearance funds to clear the project site; option 2 is that the investor and the province also invest capital for site clearance; option 3 is to borrow capital from banks to clear the site.

The leader of the Department of Finance reported on the draft Resolution of the Provincial People's Council on the mechanism of advance funding from investors to compensate for site clearance of key projects.

Concluding this content, comrade Nguyen Xuan Duong emphasized: Site clearance is very important in implementing investment projects in the province. The Provincial People's Committee unanimously approved the draft, and at the same time requested the Department of Finance to revise the draft to submit to the Provincial People's Council meeting; The Provincial People's Committee Office drafted a submission to the Standing Committee of the Provincial Party Committee to seek comments on the above draft.

The leaders of the Department of Natural Resources and Environment reported on the regulations on the allocation limit of vacant land, bare hills, land with water surface belonging to the unused land group and the recognition limit of self-reclaimed agricultural land area for households and individuals to use for agricultural purposes.

Also this afternoon, the Provincial People's Committee unanimously approved the Regulation on the allocation limit of vacant land, bare hills, land with water surface belonging to the unused land group and the recognition limit of agricultural land area reclaimed by households and individuals for agricultural purposes in Nghe An province and the Draft Resolution of the Provincial People's Council on a number of policies and mechanisms for artists and actors of two professional art troupes of the province.
